D-18
Concurrent with the final stages of plant construction, sand resources will first be recovered from
within the initial(northernmost)footprint area of the plant waste pile(PWP-1),which is to extend easterly
(and thence southerly) from the plant area, situated along (generally parallel to) the northern boundary of
the Permit Area (but interior to the prescribed 50-ft. buffer or boundary setback) at that location. This
recovered sand material will be utilized to establish the initial run-of-mine stockpile(ROM-1),to be located
in the extreme southwest comer of the plant area, proximal to the wet plant feed bin. It is anticipated that
the ROM-1 stockpile will occupy a nominal 6.6-acre area, sufficient to contain approximately 192,000 tons
of live capacity.
Following plant shakedown and startup, mining will then commence in the extreme west end of the Year 1
mine block(area proximal to the ROM stockpile)in order to excavate sufficient void space to accommodate
the long-term growth medium stockpile(TS-1),located south of the Year 1 mine block. In order to facilitate
uninterrupted pit advance, the temporary stockpile(TS-0)will be relocated to the TS-1 area(on the mined-
out pit floor)behind the active mining face, thus allowing pit advance to continue unimpeded in an easterly,
and thence northerly direction,in order to fully open the area(to include further expansion of the waste pile
footprint to the east)surrounding the plant facilities. Growth medium recovery will occur in advance of pit
progression,with all recovered(Year 1 mine block) growth medium(approximately 187,000 cubic yards)
being placed within TS-0.
The Year 1 mining activity is projected to encompass approximately 115 acres of mined area, with the
mined tonnage(ROM)anticipated to be approximately 5.2 million tons. An estimated 900,000 cubic yards
of process waste will be placed within the earlier-established waste storage area. No reclamation activity
is planned during Year 1.
Year 2 Minins Activity(West-Central Portion of Secdon 1)
The Year 2 mining activity will continue with a southerly expansion of the active mining face by continuing
approximately 1,600 ft.to the southernmost boundary of the Section 1 mineable reserves.
The Year 2 mining activity is projected to similarly encompass approximately 115 acres of mined area and
will encompass a full southward push to the mine block limit,as defined by the presence of the Cedar Creek
Wind Energy high-voltage transmission line and multiple buried pipeline rights-of-way(all of which are
generally coincident with the Section 1/Section 12 common line). The mined tonnage(ROM)is anticipated
to be approximately 5.2 million tons. An estimated 904,000 cubic yards of process waste will be placed
Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019
