D-12
Irrespective of these determinations, CSC has elected to initially restrict mining activities to areas that are,
at minimum, a nominal 300-ft. distant from the USGS-mapped centerline of the so-depicted"intermittent
drainage" and the individual wetland features (refer to USGS 7.51 topographic map "Tampa, Colorado'),
as depicted on Exhibit D-1: Mine Plan.
This initial avoidance of the Ennis Draw corridor will allow sufficient time(approximately four years) for
CSC to develop incremental data with respect to resource definition within the "corridor"as well as the
localized hydrogeologic characteristics of the"corridor" and the identified wetland features. Incremental
data will be obtained to evaluate relevant technical and economic parameters, such that a future
determination can be made as to the"mineability"of all or parts of the temporary mining deferral zone.
It is anticipated that the incremental data obtainment and analysis will support decision making with respect
to a number of CSC considerations,to include: (a)the potential presence of localized groundwater within
or proximal to the features, and the mineability constraints or other limiting effects, if any, that may result
from the presence of localized groundwater; (b) the potential quality and economic mineability of the
otherwise mineable resource present within the zone, both in terms of sand percentage(versus silt content)
on a localized basis, and the overall consistency and continuity of the sand resource throughout the
"corridor"; and, (c) considerations relative to the desired post-mining configuration of the Ennis Draw
feature. Inasmuch as the Ennis Draw feature is included within the Permit Area(or "affected area"), any
future decisions with respect to incorporating all or part of the area into future mining plans will also be
addressed by CSC via future Technical Revision(s).
Mining Plan
Industrial sand will be mined from an open-cut pit utilizing direct excavation methods (e.g., no blasting
will be employed). Mining will be conducted via a single or two-bench configuration(dependent on the
localized resource depth profile)employing hydraulic excavator and/or front end loader units for excavation
and loading of ROM material to dedicated off-road articulated haul truck(s).
Mine Operating Schedule
The Keenesburg Project mine operations are anticipated to operate on a single 12-hour shift per day basis,
seven days per week. An estimated maximum of 38 persons are anticipated for each shift,to include six
(6)management and administrative personnel and thirty-two(32)equipment operators/laborers. Operating
Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019
