D-13
hour schedules and/or employee counts may be modified if production and/or market conditions warrant
doing so.
Primary Haul Roads
As the mine pit progression will generally advance radially outward at an ever-increasing distance away
from the fixed plant location (in the northwest portion of Section 1), CSC will establish a series of three
primary haul roads that will remain in place effectively for the full life-of-mine. Initially,a centrally-located
north-south oriented primary haul road will serve those mine block areas within Sections 1 and 12,
respectively(effectively for Years 1 through 6 mining activity),with its length continuously extending in a
manner consistent with the pit advance. When active mining then moves over to the eastern portion of the
Permit Area and within Sections 6 and 5,respectively(effectively for Years 7 through 13 mining activity),
a second primary haul road will be developed through the central portion of that area, extending west to
east through those Sections, similarly extending(in overall length)in a manner coincident with the active
mine pit progression. A third primary haul road is anticipated to access areas within Section 7.
While mine planning at this time remains in its early stages with respect to resource recovery within the
Section 7 resource area, it is envisioned that the third primary haul road will be developed to serve mine
production emanating from that area, ideally connecting to one of the(then)existing primary haul roads to
establish the travel-course to the ROM stockpile with minimal haul road related disturbance.
In general, each of these three primary haul roads will remain in-place for the duration of life-of-mine, in
order to provide established access to mined-out areas as they become subject to concurrent reclamation
activity(see also Exhibit E:Reclamation Plan). However, anticipates"advance"reclamation of the South
Haul Road during Year 7;and,it is anticipated that each primary haul road, when no longer being utilized
for production purposes, will be converted over to reclamation access only, in which case the respective
roads will be significantly reduced in overall width(e.g.,"two-track"),thereafter serving as limited access
roads solely dedicated to the support of reclamation monitoring and maintenance. On conclusion of all
mining(and reclamation)activities, each of the roads will be later removed(scarified/reseeded/reclaimed)
in entirety via a "retreat' mode, and more specifically, upon conclusion of a five-year post-closure
monitoring and maintenance period.
As planned, haul truck(s) will traverse in-pit areas (over changing distances, dependent on active face
location)to access the primary haul road(s)in order to deliver the material to a ROM stockpile area situated
Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019
