A-2 <br /> The Project is best accessed from Interstate 76 eastbound via Exit 39—Market Street(i.e.,the Keenesburg <br /> exit). Travel northbound (left) on Market Street a distance of approximately 1/4 mile, through the I-76 <br /> underpass, and to the intersection with Weld County Road 18. Turn east (right) onto Weld County Road <br /> 18 (a frontage road) and continue for a distance of approximately %2-mile where it turns northward and <br /> becomes Weld County Road 59. Continue northbound on Weld County Road 59 (a paved arterial) for a <br /> distance of approximately two miles to the end of the public right-of-way, which is at the intersection of <br /> Weld County Road 59 and the dedicated(future)alignment of Weld County Road 22 (Weld County Road <br /> 22 is neither a signed nor constructed roadway at this point in time). Continue north through the"Private <br /> Access Only"extension of Weld County Road 59 for approximately 1.6 miles, and the mine entrance will <br /> be on the right(Figure A-2: Site Entrance—Keenesburg No.2 Mine) <br /> Mine Entrance: The approximate coordinates for the mine entrance will be 40.17114 North Latitude; - <br /> 104.5093 West Longitude,and the entrance will be equipped with appropriate signage at such time it is so- <br /> authorized,per a to-be-finalized road-use agreement with private parties(further discussed below). <br /> After entering the mine(i.e.,the Permit Area),the road will extend easterly approximately 500-ft.,at which <br /> point it will turn north and split into two roads, both of which will trend north-northwesterly, with the <br /> easternmost road (i.e., the "access/service road") leading to the mine administrative offices and <br /> employee/visitor parking, and continuing on to access the major plant facilities. The westernmost road <br /> (i.e., the "loadout road") will be a dedicated road extending to the loadout facilities for finished product <br /> loading. The two routes will then rejoin near the northwest comer of Section 1; T02N; R64W to form a <br /> single egress point to return loaded trucks and other traffic to Weld County Road 59 (souhbound) and <br /> ultimately to Interstate 76. <br /> Mine Exit: The approximate coordinates of the mine exit will be 40.17114 North Latitude; -104.5093 West <br /> Longitude; or, at a location approximately 150-ft. south of the existing signed and gated entrance to the <br /> Guttersen Ranches LLC property(refer also to Exhibit B: Index Map-Keenesburg No.2 Mine). <br /> With respect to the above-referenced(to-be-finalized)"road use agreement",CSC notes that the northerly <br /> extension(i.e.,the"Private Access Only"portion)of Weld County Road 59 is a dedicated"private"access <br /> road for industrial use only (and is signed as such) that will be maintained under the purview of a joint <br /> operating agreement to be established between CSC and other parties,to include:Waste Management,Inc. <br /> (operator of an oilfield waste injection facility approximately 1-mile north and the Buffalo Ridge Landfill, <br /> located approximately 1-1/2 miles north, of the "private" demarcation point, respectively); A-1 Organics, <br /> Keenesburg No. 2 Mine-112 Reclamation Operation—November 22,2019 <br />
