A-1 <br /> EXHIBIT A <br /> LEGAL DESCRIPTION <br /> Per Rule 6.4.1 (1)— The legal description must identify the affected land, specify affected areas and be <br /> adequate to field-locate the property. Description shall be by(a)township,range,and section,to at least <br /> the nearest quarter-quarter section;and,(b)location of the main entrance to the site reported as latitude <br /> and longitude, or the Universal Transverse Mercator (UTM) Grid as determined from a USGS <br /> topographic map. A metes and bounds survey description is acceptable in lieu of township, range, and <br /> section. Where available, the street address or lot number(s) shall be given. This information may be <br /> available from the County Assessor's office or U.S.G.S. maps. <br /> Per Rule &4.1(2) — The main entrance to the mine site shall be located based on a USGS topographic <br /> map showing latitude and longitude or Universal Transverse Mercator(UTM). The operator will need <br /> to specify coordinates of latitude in degrees, minutes,and seconds or in decimal degrees to an accuracy <br /> of at least five (5) decimal places (e.g., latitude 37.12345 N, longitude 104.45678 99. For UTM, the <br /> operator will need to specify North American Datum (NAD) 1927, NAD 1983, or WGS 84, and the <br /> applicable Zone,measured in meters. <br /> The Colorado Sand Company LLC's (hereafter "CSC") proposed Keenesburg No. 2 Mine (hereafter, <br /> referred to as either"the Mine" or"the Site") encompasses the N1/2 of Section 12 and all of Section 01; <br /> T2N; R64W; and, all of the abutting Sections 5, 6 and 7; T2N; R63W of the 6' Principal Meridian, in <br /> unincorporated Weld County, Colorado (as defined by the "affected area"metes and bounds description <br /> provided below and subject to certain exclusions attributable to utility easements,etc.) For purposes of this <br /> application, CSC considers "affected area"and"permit area"to be effectively equivalent, and such terms <br /> are or may be used interchangeably. <br /> This location (Figure A-1: General Site Location) is approximately 43 miles northeast of the Denver, <br /> Colorado metropolitan area;and,as depicted on the United States Geological Survey(USGS)"Klug Ranch, <br /> Colorado" and "Tampa, Colorado" 7.5° topographic quadrangles, respectively, is generally westerly <br /> adjacent to Interstate 76 at a point approximately two miles north of the Town of Keenesburg and/or the <br /> Interstate 76-Exit No.39. The location can also be described as encompassing the broader area extending <br /> from approximately%-mile to about 2-1/2 miles northwest of the (USGS map-depicted) Tampa rail spur <br /> facilities,which are situated to the south(east)of Interstate 76 and about 3-1/2 miles to the northeast of the <br /> Town of Keenesburg. <br /> Keenesburg No. 2 Mine-112 Reclamation Operation—November 22,2019 <br />
