A-3 <br /> Inc. (operator of a biomass facility located approximately 4 miles north;Coors Energy Company(operator <br /> of the Keenesburg Strip Mine,an inactive surface coal mining operation situated approximately 4-1/2 miles <br /> north); and, Noble Energy, Inc. (operator of numerous oil and gas facilities situated throughout the <br /> immediate area,to include installations within the interior of the Guttersen Ranches LLC property). CSC <br /> is in the process of negotiating a mutually-beneficial access agreement with Waste Management, Inc.,the <br /> controlling entity. <br /> The Permit Area (or "affected area") will be, in its entirety, located on and within the fee-simple (i.e., <br /> privately)owned surface controlled by Guttersen Ranches LLC and/or its assigns,with access to the ranch <br /> holdings being controlled/limited by secure, gated entries along Weld County Road 59 and/or four-strand, <br /> barbed-wire perimeter fencing along Weld County Road 59, immediately interior to the west edge of <br /> Sections 12 and 1, respectively. The ranch holdings are similarly fenced and/or equipped with secured, <br /> gated-entry access points along the full extent of the southern and eastern periphery in areas proximal to <br /> Interstate 76. The establishment of a dedicated mine ingress/egress along the limited access portion of <br /> Weld County Road 59 will serve to significantly reduce or mitigate potential conflicts with other ranch <br /> activities,to include routine ranch maintenance as well as that associated with oil and gas field traffic that <br /> has previously been granted access to the ranch. <br /> The Permit Area will encompass approximately 4-1/2"sections",or approximately 2,926 acres(m/1),within <br /> the Guttersen Ranches LLC lands,rangeland which is zoned"agricultural"and largely utilized for grazing, <br /> as well as oil and gas activities. Specifically-excluded areas include the S1/2 of Section 12 (that area <br /> bordering to the south of the depicted PanEnergy Services, Inc. 40'pipeline easement),numerous discrete <br /> (i.e.,non-contiguous)limited-acreage areas(with appropriate set-back buffers)associated with oil and gas <br /> wells and ancillary facilities, totaling some 80 acres (m/1), and a potentially "interim" (nominal 600-ft.) <br /> buffer extending outward 300-ft. along either (each) side of the south-to-north trending "Ennis Draw", a <br /> feature that is depicted on the Tampa, Colorado 7.51 USGS topographic quadrangle (1950; Photo-revised <br /> 1978) as an ephemeral drainage). The "Ennis Draw" feature extends south to north (gradient) across the <br /> full extent of the Permit Area, and is approximately coincident with the common section line extending <br /> south to north through Sections 12 and 01 (to the west) and Sections 07 and 06 (to the east),respectively. <br /> CSC has established this"interim"corridor as a"Temporary Mining Deferral Zone"(refer also to Exhibit <br /> D: Mining Plan) to allow sufficient time to conduct incremental-level analysis and evaluation of the <br /> localized conditions,such that the area's general mineability(in all or part)can be ascertained. <br /> Keenesburg No. 2 Mine_112 Reclamation Operation—November 22,2019 <br />
