Bureau of Land Management Environmental Assessment <br /> Royal Gorge Field Office DOI-BLM-CO-F020-2018-0083 EA <br /> 1.3. BLM PURPOSE AND NEED <br /> The purpose of this action is for BLM to prevent unnecessary or undue degradation of public <br /> lands by operations authorized under the mining laws. <br /> The need is established by 43 CFR 3809.411, which requires that the Plan of Operations be <br /> reviewed,analyzed under NEPA and made available to the public for comment.The operator <br /> intends to sell the mined minerals being produced.Therefore,the proposed operation no longer <br /> constitutes exploration,as defined under 43 CFR 3809.5,and the operator has filed a Plan of <br /> Operations in accordance with 43 CFR 3809.11 (a). <br /> 1.4. DECISION TO BE MADE <br /> The BLM will decide whether to approve the proposed"Mining Plan of Ops Blue Bee Diggins <br /> Claims"submittal based,in part,on the analysis contained in this EA.This EA will analyze the <br /> proposal to conduct mining activities on the Blue Bee Diggins mining claim(CMC 252689)in <br /> order to determine the following: <br /> 1. Would the proposed action result in significant impacts that would warrant preparation of <br /> an Environmental Impact Statement? <br /> 2. What mitigation actions(if any)would be required of the operator if the proposed action <br /> will cause unnecessary or undue degradation? <br /> The BLM may choose to a)accept the project as proposed,b)accept the project with <br /> modifications/mitigation,c)accept an alternative to the proposed action,or d)not authorize the <br /> project at this time. <br /> Decisions regarding the approval or non-approval of the Plan of Operations modification <br /> submittal will be documented separately from this Environmental Assessment. <br /> 1.5.
