PUBLIC INVOLVEMENT <br /> 1.6.1. Scoping <br /> NEPA regulations (40 CFR§1500-1508) require that the BLM use a scoping process to identify <br /> potential significant issues.Internal scoping was initiated when the project was presented to the <br /> BLM Royal Gorge Field Office interdisciplinary team on 11/06.!2018. External scoping was by <br /> posting on the National ePlanning website. <br /> 1.6.2. Public Comments <br /> Persons/Public/Agencies Consulted: This project was listed on the BLM National NEPA <br /> Register(ePlanning) website.Through this platform,both the Draft EA and the Plan of <br /> Operations were open for a 30-day public comment period in February and March 2019. <br /> 1.7. ISSUES <br /> The Council on Environmental Quality(CEQ)regulations state that NEPA documents"must <br /> concentrate on the issues that are truly significant to the action in question,rather than amassing <br /> needless detail"(40 CFR 1500.1(b)). Although many issues may arise during scoping,not all of <br /> the issues raised warrant analysis in an environmental assessment. Issues will be analyzed if 1) <br /> an analysis of the issue is necessary to make a reasoned choice between alternatives,or 2) the <br /> issue is associated with a significant direct,indirect,or cumulative impact, or where analysis is <br /> necessary to determine the significance of the impacts.
