Bureau of Land Management Environmental Assessment
Royal Gorge Field Office DOI-BLM-CO-F020-2018-0083 EA
1. INTRODUCTION
1.1. IDENTIFYING INFORMATION
Project Title: Mining Plan of Ops Blue Bee Diggins Claim
NEPA Document Number: DOI-BLM-CO-F020-2018-0083 EA
Casefile(optional): COC-078456
Leval Description: 6th PM,T. 12 S., R. 75 W., Sec. 18
Applicant: David Harvey
1.2. INTRODUCTION AND BACKGROUND
This action is subject to 43 CFR 3809, Surface Management Under the Mining Law.
BACKGROUND
This NEPA analysis has been prepared by the BLM to analyze a proposed mining operation on
an unpatented placer mining claim(CMC 252689)approximately 2-miles southwest of Hartsel,
CO.The proposed operation is at an approximate elevation of 9,150 feet and located 1.0 mile
upgradient of the South Platte River. No man-made or natural structures are located within the
immediate area of the proposed operations. The proposed mining consists of a barite placer
operation in a Pennsylvanian age sandy conglomerate that has been in production off and on
since the 1940s.
A Plan of Operations was initially received in this office on March 22, 2017 and, after extensive
coordination between the operator and the BLM Royal Gorge Field Office, it was determined
complete on September 06, 2018.The proposed operation is in an existing area of disturbance
from historic mining efforts in the same area. Currently, the operator has an active Notice with
BLM to conduct exploration on the site with similar equipment, scope of disturbance and
footprint that has been proposed in the Plan of Operations(Appendix A).The operator intends to
start producing and selling the minerals, therefore a Plan of Operations was filed with this office
in accordance with 43 CFR 3809.11(a). The Plan of Operations is reviewed, analyzed under
NEPA and made available to the public for comment, as required under 43 CFR 3809.411.
2
