If an agreement <br /> on relocation cannot be reached, Black Mountain will keep the 200-foot buffer in place to protect the line as <br /> it mines around the area. New maps are provided in Attachment 2. <br /> Item 12—Oil and Gas Facilities Onsite <br /> Exhibit C2: Pre-Mining Map shows the location of four previously drilled and abandoned oil and gas wells <br /> within the affected lands boundary. No surface markers were located at the site during an onsite inspection. <br /> Notices were sent to all listed owners and operators of all four oil &gas wells; a couple of those notices <br /> were returned as undeliverable as shown in Attachment 1. Structure agreements were not sent because all <br /> wells are considered plugged and abandoned or dry and abandoned. Per the division's request, Exhibit C2 <br /> has been revised to reflect each well's status; a new Exhibit C2 is provided in Attachment 2. According to information Black <br /> Mountain has obtained,the underground powerline owned by Morgan County REA,which runs adjacent to <br /> the Morgan County water line, is no longer in use and can be removed when the Morgan County pipeline is <br /> relocated. Black Mountain has scheduled a survey company to locate all utilities onsite and provide details <br /> on ownership and location. If it is discovered that this powerline cannot be removed, negotiations will be <br /> made for its relocation within the proposed relocation route in Section 14. New maps are provided in <br /> Attachment 2. <br /> Item 14—Fiber Optic Line <br /> Exhibit C2: Pre-Mining Map has been updated to reflect the location of what appears to be an underground <br /> telephone line running across Section 11. It is believed this line runs to an abandoned home east of the <br /> property. Black Mountain has requested such utility's exact location and status be identified during the <br /> onsite visit from the survey company.We understand the operator of the line is Wiggins Telephone, and <br /> once further information is obtained, Black Mountain will work with such company to either remove the <br />
