27 August 2019 C-1981-010/Trapper Mine RAR <br /> INSPECTION <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Main haul roads and access roads were dry. Two draglines were operating casting spoil, one dragline was <br /> idle. Activities in the pit were observed. N Pit Ditch was being stripped and topsoil bermed to the north <br /> along length of the ditch edge. <br /> Contemporaneous reclamation, grading, overburden and topsoil placement were taking place at the time <br /> of inspection and appear to be progressing adequately and as permitted. Constructed drainages and their <br /> check dams were being established. No offsite air quality or hydrologic issues were observed at the time <br /> of inspection. Blasting occurred over the course of the inspection but timing prevented observation. <br /> SIGNS and MARKERS—Rule 4.02 <br /> o Topsoil stockpiles observed were clearly marked with identifying signs. <br /> o Signage and boundary markers on west and north portions of the mine were adequately spaced <br /> and easily visible. <br /> o The mine site identification signs observed at the mine access points were intact, displaying all <br /> required information: mine name, operator name, address,phone number,DRMS permit number <br /> and contact information. <br /> o Blasting notification signs were placed at the entrance and appropriate locations throughout the <br /> mine. <br /> o Pond id signs were prominently displayed in the vicinity of each pond and were in adequate <br /> repair at the time of inspection. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3);Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance 4.03.1(5) <br /> and(6)14.03.2(5) and(6);Reclamation 4.03.1(7)14.03.2(7) <br /> o Haul roads and access roads appeared in good repair,well maintained and free of ruts. <br /> o Road watering was taking place throughout the day. <br /> o Ditches appeared to be functioning adequately. <br /> o No culverts were observed to be discharging at the time of inspection. <br /> SUPPORT FACILITIES—Rule 4.04 <br /> o Ready Line appeared orderly at the time of inspection. <br /> o Containment at fuel tank had been improved. <br /> o Ash Pit exhibited a compacted and smooth surface, free of ruts and low areas. A number of <br /> benches are being utilized. <br /> HYDROLOGIC BALANCE—Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge Structures 4.05.7, <br /> 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage-Acid <br /> and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> The pond systems visited comprised: Coyote, East Pyeatt, Flume and Johnson. Unless otherwise noted, <br /> pond banks and dams appeared stable at the time of inspection and spillways and flumes appeared in good <br /> repair and functioning adequately. The potential Alluvial Valley Floor delineation at Johnson 10R was <br /> checked. <br /> a) Flume System: <br /> East flume#1:holding a small amount of water, sediment marker is in place and spillway <br /> was clear at the time of inspection. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 1 <br />
