August 22, 2019 G1996-083/Bowie No. 2 Mine RDZ
or adding keyed-in check dams. The Division is available to further discuss the options with BRL and/or Stover
and Associates. The reach of Ditch D-4 below this eroding reach appears to be stable.
BRL has cleaned the ditch to J Pond.
Water is seeping out of the Fire Mountain Canal near the east end of Gob Pile#3. BRL has routed the water
around the pile, and it eventually flows to Pond J. Basil Bear measured the flow with a bucket during the
inspection, and the result was approximately 7 gpm. He said that it has been worse (larger flows)in the past and
that the ditch company has performed some work to fix this problem. Basil indicated that the ditch company
intends to do more work to try to stop the seepage.
The structures affiliated with the diversion gate at Curve 8 require cleaning of sediment.
PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
BRL is trying to address erosion on Gob Pile#2, and the associated sediment loading into Pond F. At the time of
the inspection, an equipment operator was cutting water bars to slow the flow. Another employee was installing
wattles at the southeast corner of the pile.
The Coverfill Pile next to Gob Pile#2 appears to be in good shape.
BRL's engineering contractor(Huddleston-Berry Engineering&Testing, LLC of Grand Junction, CO)was
performing compaction testing on Gob Pile#3 during the inspection. Testing locations had to be excavated
because too much material had been added to the pile. The east of the pile is flat, and BRL is using this area to dry
material prior to permanent placement on the pile.
The Coverfill Pile next to Gob Pile#3 appears to be in good shape.
ROADS—Rule 4.03
Construction 4.03.1(3)/4.032(3),Drainage 4.03.1(4)/4.032(4), Surfacing and Maintenance4.03.1(5)and
(6)/4.03.2(5) and(6),Reclamation 4.031(7)/4.03.2(7):
No problems were seen with roads. The hillside above Curve 8,which is armored with boulders, is stable.
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 0
Page 3 of It
