July 17, 2019 C-1981-010/Trapper Mine RAR <br /> NEW MAINTENANCE ITEMS: <br /> o Upper Oak drainage has gullies requiring repair (photo 1). <br /> INSPECTION: <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Current and upcoming permitting actions were discussed, specifically PR 9, the recently submitted <br /> TR123, and a possible upcoming bond release. Main haul roads and access roads were dry. Ash and <br /> spoil were being hauled and dumped. Coal was being excavated and hauled. Two draglines were <br /> operating casting spoil, one dragline was idle. Activities in the pit were observed. Strip line at N pit was <br /> field verified. Contemporaneous reclamation; overburden and topsoil placement, appear to be <br /> progressing adequately and as permitted. No offsite air quality or hydrologic issues were observed at the <br /> time of inspection. <br /> SIGNS and MARKERS—Rule 4.02 <br /> Topsoil stockpiles stockpiles created in 2018: <br /> 18-2 Johnson Coal Pile <br /> 18-3 Ash Dump <br /> 18-5 KS 1 Road North End <br /> 19-1 K Ridge Reclamation. <br /> o were clearly marked with identifying signs <br /> o Mine site identification signs observed, and permit boundary markers along the Kannez <br /> Divide Road were intact, displaying all required information: mine name, operator name, <br /> address, phone number, DRMS permit number and contact information. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3);Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance 4.03.1(5) <br /> and(6)14.03.2(5) and(6);Reclamation 4.03.1(7)14.03.2(7) <br /> o Haul roads and access roads appeared in good repair, well maintained and free of ruts. <br /> o Road watering was taking place throughout the day. <br /> o Ditches appeared to be functioning adequately <br /> o The ditch location for the N Pit Grouse diversion to East Pyeatt was verified. <br /> o Location of the proposed new portion of the haul road was verified. <br /> o No culverts were observed to be discharging at the time of inspection. <br /> SUPPORT FACILITIES—Rule 4.04 <br /> o Horse Gulch Fill appeared well vegetated and stable. Side drains were found to be well <br /> armored, stable and functioning adequately at the time of inspection <br /> o No discharge was observed at the time of the inspection in either side drain or at the <br /> locations of the springs on the fill. <br /> o The vegetation on the fill was well established and exhibited a diverse set of forbes, <br /> perennials and shrubs. <br /> o Ready Line appeared orderly at the time of inspection. <br /> HYDROLOGIC BALANCE—Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5. 4.05.6;Discharge <br /> Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 0 <br />
