Mr. <br /> Beckwith replied that there was not anything else they would like me to document. <br /> During our conversation,Mr. Beckwith explained to me that the ditches that receive water from the pipeline on the <br /> Tract 70 mesa are rotated about every three days. Tonya Hammond and I then parted ways with Mr. Fontanari and <br /> Mr. Beckwith. On the way out of Tract 70, Ms. Hammond and I documented that the ditches located to the south <br /> end of the mesa had water activly flowing in them. <br /> All features recorded using the Arc Collector application can be viewed using the following link: <br /> http s://arc g.i s/18 WnTK <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> On the morning of July 9,the Division was informed by Snowcap that there was a series of seeps coming out of <br /> the hill adjacent to the North Decline(Photos 1 and 2). The seeps were located around the same level as the <br /> sandstone outcrop on the mesa. Evidence of water flowing down the mesa was expressed by erosional channels <br /> running down the hillslope. The seeps were observed to be active. During the inspection of the North Decline <br /> another series of seeps were observed(Photos 3 and 4). Two major seeps were identified directly above <br /> Snowcap's permanent diversion ditch and one was located below Snowcap's permanent diversion ditch. A slump <br /> had also occurred due to the seeps above Snowcap's diversion ditch(Photo 4). Water was visible and was seeping <br /> at a rate that was also audible. Water was ponding below the diversion ditch on the flat portion of the North <br /> Decline (Photo 3). <br /> Along the access road on top of the North Decline, Fontanari's gravel pits were observed to be holding water <br /> (Photo 5 and 6). One pit is located on the west side of the access road and the other is located on the east side of <br /> the access road. The west pit had a couple of seeps identified on the walls. One seep was visibly flowing and the <br /> other seep was identified by the damp spot on the wall. Fontanari's gravel pits are permitted with the Minerals <br /> Program of the Division under Permit Number M-1996-076. <br /> Inspection of the inactive Roadside Coal Mine site, Permit Number C-1981-041, on July 9 included the repairs <br /> completed by Snowcap Coal on March 27,2019 as a part of the SL-I I bond release application.. Mr. Fontanari <br /> was operating the three most northern ditches of his "water system." Water was observed to be flowing in the <br /> Fontanari ditch located near the repaired Object IDs 54, 55 and 56 (Photo 7). A new hole was documented with a <br /> Samsung Tablet with integrated GPS using the Arc Collector Program. This feature was labeled Object ID 86. <br /> The feature was located a few paces east of the repaired Object 55. The new hole did not appear to be impacting <br /> the repairs during the inspection. Two more holes were documented as Object ID 87 and 88. Both of these holes <br /> were located at the end of the Fontanari ditch adjacent to repaired Objects 54, 55 and 56. Almost all of the water <br /> flowing to the end of the Fontanari ditch was being captured by Object ID 87 and 88. Two more holes labeled as <br /> Object ID 89 and 90 were identified a few paces west of the repaired Obj ect ID 54. Water was observed to be <br /> flowing into Object ID 89. No water was flowing into Object ID 90.
