The list of
structures on the Site and within 200 feet of the permitted boundary are presented above in Table
1 and shown on figures S-1, S-2 and S-3. Since the factor of safety for static and seismic conditions
of the Highway 93 and utilities,as calculated herein, meets the DRMS Policies for factors of safety,
it is assumed all other structures within the 200 feet of the permitted boundary meet the required
factors of safety relevant to the quarry as they are located father from Highway 93.
A discussion of each of the structures is provided below. Structures and the shortest distance from
the structure to the mine pit are provided in Table 1.
Structure #I -Highway 93 Right of Way (including underground utilities)
The Highway 93 ROW is owned by Colorado Department of Transportation (CDOT) contains
overhead utility lines within the ROW owned and operated by Excel Energy. Based on available
information reviewed for this permit application, there are no known underground utilities, natural
gas, or fiber optic lines along the ROW. This ROW also contains the roadway itself, the earthen
embankment, roadway drainage Swale to the west, and some wood and barbed-wire fencing. This
structure is approximately 78 feet from the east slope of the quarry. It has the greatest potential
risk to of damage, more than any structure within the 200 ft permit boundary offset, thus this
structure is the subject of the stability analysis.
The results of the stability analysis show that the slope between the mine pit and Highway 93
stricture, including the entire Right of Way,has a factor of safety greater than the target minimum
factors of safety required by DRMS. In addition, it is not planned or anticipated that mining closer
to this stricture will occur.
Structure #2-Arcosa Facility Processing Conveyor and Loader
This structure is part of the facility mining operations and conveys materials to the processing
facility underneath Highway 93. This stricture is approximately 320 feet from the east slope of
the quarry. Because the factors of safety for a stricture closer to the mine pit slopes is above the
minimum target FS, it is assumed that this structure is safe from damage due to active mining
operations.
Structure #3 -Billboard I
This stricture is an advertisement billboard owned by Lamar Advertising adjacent to the east side
of Highway 93 near the Arcosa processing facility. This structure is approximately 410 feet from the east slope of the mine pit. Because the factors of safety for a structure closer to the mine pit
Structures Evaluation
Arcosa LWB Plan—Permit Amendment 2019-07-16
