C-14 r1
(i) Roads and Access Routes
The Keenesburg Project will utilize the existing ranch service road for purposes of primary site ingress and
egress. In addition to this existing access roadway, a new loadout loop road will be constructed around the
perimeter of the Permit Area to accommodate over-the-road truck access for purposes of product loading
(and subsequent offsite transport); and, limited interior travel ways will be established interior to the Permit
Area to facilitate heavy equipment movement and maintenance access to plant facilities. Each of these
features is further described below.
Existing Service Road: There is a singular point of entry to the Permit Area, via the existing ranch service
road that enters the Guttersen Ranches,LLC property at a location generally coincident with the intersection
of Weld County Road 59 (extending south to north) and the Weld County Road 22 alignment (extending
westerly from Weld County Road 59 only). This service road is a nominally 15-ft. wide gravel-surfaced
roadway that has historically been, and is currently utilized for access to the ranch by ranch equipment and
oilfield service truck traffic servicing the various oil and gas installations that are present throughout the
Guttersen Ranches,LLC property. The service road, while it abuts the Permit Area, remains exterior to the
defined boundary, and as such, is not a part of the 9.9-acre Permit Area.
While approximately 500 ft. of the existing service road will be utilized for Project Site ingress/egress, no
portion of the road is planned to be improved. Routine maintenance, however, will be carried out,to include
grading(as warranted)and dust control activities.
New Loadout Loon Road:A new loadout loop road will be constructed. It will commence at a turnout point
approximately 500 ft.northeast of the existing gated entry, extend along and parallel to the north edge of the
Permit Area, then turn south and run along the east edge of the Permit Area, and then turn west and run
along the south edge of the Permit Area to a point where it again rejoins the main ranch service road.
The loadout loop road will accommodate one-way traffic, circulating in a clockwise manner. Empty trucks
will enter the loop via the turnout and continue to the truck scale and product loadout facilities, at which
point they will be loaded with saleable product. The trucks will then proceed along the remainder of the
