C-15 r1
loop, returning to the main ranch service road, after which they will proceed southwesterly through the
gated entry and thence to Weld County Road 59, and ultimately, onward to Interstate 76.
The new road construction is anticipated to include pre-stripping of the uppermost 12-inches of"growth
medium". It is anticipated that this material will be effectively"wind-rowed"into safety berms(which will
also serve as protective perimeter berms surrounding the main mine pit and fines recovery pit, respectively)
along the interior shoulders of the loadout loop. Surplus material (if any) will be transported to "topsoil"
stockpile TS-IA.
This will be followed by sub-grade preparation and compaction, placement of a 4-inch coarse aggregate
sub-base(either Class 5 or Class 6 road base),and placement of an overlying 4-inch coarse aggregate travel
surface. The roadway will be constructed in two lifts utilizing a roller compactor to ensure that a stable
running surface is established.
All road base and surfacing materials will be obtained from commercial aggregates suppliers in the
proximal area and imported to the site. CSC anticipates routine loadout loop road maintenance will include
re-grading and compaction (as warranted), and water and/or (non-toxic) chemical binder application for
enhanced surface cohesion and dust suppression purposes.
The newly constructed load out loop area encompasses a nominal 13-ft. wide roadway extending over a
total length of approximately 2,100 linear feet. Accordingly, it will remain interior to and occupy
approximately 0.6 acres within the Permit Area.
Other Internal Travel-Ways: Other internal travel-ways will be established around and throughout the
plant and operations area, all of which will be internal to the Permit Area and as such, are also included in
the Permit Area calculation.
While specific locations and/or extent remains indeterminate at this juncture, these routes will be utilized
for increased efficiency in heavy equipment movement, maintenance activities, supplies delivery, routine
