Box 88 Cortez, CO 81321-0088
3201 Latham Ave Evans, CO 80620
E-mail:WASTELINE.84532@gmail.com
24 June 2019
SUBJECT: M2013-066 LOBLOLLY PIT REVISED ANNUAL REPORT MAP AND TECHNICAL
REVISION APPLICATION
Colorado Division of Reclamation Mining and Safety
ATTN: Lucas West
1313 Sherman Street Room 215
Denver, CO 80203
Dear Mr. Lucas:
i
As sent by e-mail on 24 June 2019, please find the attached maps showing the status of mining
and reclamation at the Loblolly Pit as of April-May 2019, replacing the maps submitted for the
annual report. These maps use as a base FEMA satellite photos from April 2019, so are quite
recent. They are orthophotos. The maps and tables are also in response to the M2013-066
2019 Inspection Reports.pdf, and are part of the Technical Revision as required by those
reports.
These will of course form the basis for the cost estimate for the Technical Revision. The
remainder of the attachments for the TR will be submitted as soon as possible.
Summary of Technical Revision Items
Mining and Reclamation (Exhibits C, D, E, and F):
Mining in both parcels has varied from the original planned sequence and the areas disturbed
based on the quality and quantity (depth) of the sand and gravel deposits found during actual
mining. In general, however, the overall concept has been followed as per the exhibits.
The method of mining may change in the future. Crossfire Aggregate Services, the current
contractor to operate the site, is seeking to purchase and use a dragline to more efficiently
excavate the construction materials. Initially, in the South Parcel, the pit was dewatered and
water pumped back into the river, but this has not been done in the North Parcel. All dewatering
and discharge of water into Waters of the State has ceased and there is no plan to again do so.
There is presently no surface discharge of water from affected areas of the site, and there is
adequate storage capacity in the ponds/basins to accept runoff from adjacent, unaffected land
without any surface discharge for at least a 100-year, 24-hour storm event.
In the South Parcel, the major changes are (1) the ponds are and will be much larger than
originally planned, and (2) rather than immediately continuing to mine to the west in the South
Parcel (beyond the pipeline which splits both parcels), operations moved to the North Parcel,
changing the sequence of mining and therefore reclamation. At some future time, the mining is
proposed to resume in the South Parcel, depending on demand.
In the North Parcel, the major changes are (1) adding a large stockpile area west of the pipeline,
in what was originally an area not to be disturbed until much later, (2) not initially mining as far
to the east (towards the river, into the stand of trees) in the first three areas to be mined, and (3)
having the ponds larger than originally included in the mining and reclamation plan. Otherwise,
mining is generally proceeding as originally planned.
