The lower two ponds at the East mine were inaccessible due to the inspector not having a <br /> key to the cable. <br /> The reclaimed pond at the ROM area is stable and a diverse stable vegetative community is becoming established <br /> in this area. <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> This has been a very good moisture year, which has favored recovery of the reclaimed vegetation <br /> throughout the reclaimed areas. Along with the moisture comes the noxious weeds. Through most of the <br /> reclaimed areas at the East Mine, West Mine, and ROM,noxious species are only invading in small patches, and <br /> are not rampant throughout. Primarily infesting the permanent roads,roadsides, and throughout the Load out area, <br /> Jointed goat grass is plentiful this year. This noxious species was not encountered at the west mine, or the ROM <br /> area. Jointed goat grass is prevalent along the permanent access road at the east mine. Kenny reported that they <br /> had sprayed the goat grass on the roadway that the Division had identified in the June 12,2019 inspection. The <br /> goat grass is beginning to dry up and turn red. Once the grass is turning red, it is too late to treat, and should be <br /> treated when it re-sprouts in the fall. <br /> Jointed goat grass is present in large quantities at the load out. Again,the goat grass is too dry to treat with <br /> herbicide now. BRL needs to identify the infested areas now while the Goat grass is easily identifiable,for <br /> treatment in the fall. The Division recognizes that the loadout is currently inactive,however, BRL must continue <br /> to maintain the area and not allow it to become infested with listed noxious weeds. <br /> Throughout the reclaimed area, and at the Highway stockpile area Whitetop (Cardaria draba)has been treated with <br /> herbicide and was showing good evidence of chemical take up and die-off. <br /> Three additional noxious species noted at the loadout include; Poison hemlock, Perennial pepperweed, and Scotch <br /> thistle. Limited plants were located west of the substation near a material storage area,just west of the drainage. <br /> In the drainage is a Poison hemlock plant. Perennial pepperweed and Scotch thistle are B list Noxious species. <br /> Poison hemlock is considered a C list species. <br /> BRL had scheduled vegetation sampling at the West Mine and ROM with a third party the third week of June. <br /> The Division was unable to be present at the same time as the samplers,but observed the condition of the <br /> vegetation during the second and fourth weeks of June. <br /> There is trenching activity on the north east side of the ROM. A third party, DMEA,is installing a utility line. <br /> The activity has minimized impact to the reclaimed area and has kept the work area outside of BRL's reclamation <br /> area. <br /> TOPSOIL—Rule 4.06 <br /> Storage and Protection 4.06.3: <br /> The topsoil stockpile at the load out, adjacent to a materials storage yard,is heavily infested with Jointed <br /> goat grass.
