June 11, 2019 C-1996-083/Bowie No. 2 Mine JHB

Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4

functioning well.

BRL has installed several small rock check dams strategically in ditch D-C-21, to the west of the Conveyor
transfer station. This ditch was identified as down cutting excessively during the May 2019 inspection. The check
dams are well placed, keyed into the sides of the ditch, and do not alter the unction of the ditch. These rock check
dams appear to be helpful in reducing further down cutting of the ditch.

BRL continues to direct flow away from ditch D-B6 and the slump on the slope NW of the B portal. This flow is
being directed into ditch D-C21, which can be directed to pond B or pond C. BRL is preparing a revision to the
permit to address long term management of this road runoff away from the slumpy slope. Keeping the slope
drained is one of the approaches to stabilizing the slope.

The French drain north of the B portal is no longer flowing. BRL is maintaining the piping to direct water away
from the slump north of the B-portal. This treatment appears to be successful at this time.

PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
BRL continues to work the next segment east of Gob pile No. 3. The wet spring has slowed the progress,
but as the conditions dry enough, the crew continues to regrade and compact the gob material.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
Hubbard creek reclamation was well established, not eroding and exhibited good visual diversity.

REVEGETATION – Rule 4.15
Vegetative Cover; Timing:
BRL is continuing to control noxious weeds, particularly White top with good initial success. The
Division encourages BRL to continue to stay on top of the noxious weeds.

SLIDES and DAMAGE - Rule 4.12:
The two slumps at the B portal area are drying out and not showing any additional movement. BRL is
implementing water diversion efforts to direct runoff and drainage away from these features.

SUPPORT FACILITIES - Rule 4.04:
The inspection started by venturing to the Terror Creek Vent Shaft. Basil had been conducting water
sampling earlier in the day and suggested that we take the 4-wheeler. The access road to the Terror Creek Vent
shaft was in fairly good shape, dry with no soft puddled sections. The gate to the Vent shaft pad was locked. The
north portion of the site is graveled. The south portion of the pad is graded but not graveled. Noxious weeds are
beginning to invade the non-graveled portion of the pad. Seeding a temporary stabilization seed mix is advised to
help minimize the invasion of more noxious weed species on this temporarily regraded area. The Vent shaft has
been sealed. The concrete collar remains but the entire collar area has been secured with chain link fencing. The
fencing is intact, with no tears in the fence fabric, or collapse of the fencing material.
