The seedbed will be well settled and firm but friable enough that seed can be <br /> drilled at the recommended depth. Compacted soils, by traffic or other equipment, will be tilled <br /> (deep-chiseled or ripped, if necessary)to break up restrictive or compacted layers and then <br /> harrowed and rolled or packed to prepare the required firm seedbed. If the seed is to be <br /> broadcast, then the seedbed will be settled and fairly firmed but ultimately left rough to catch the <br /> seed and allow some coverage by soil when tracked in by heavy equipment or harrowed and <br /> packed into the surface. Seedbed preparation will be avoided when the topsoil material is wet. <br /> Planting depth will be less than 1 inch. It will not be necessary to construct fire lanes or access <br /> roads for the express purpose of fighting fire since this area is for rangeland and water storage. <br /> 5.
