May 23, 2019 C-1996-083/Bowie No. 2 Mine JHB

Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 4

Basil reported that they have not been able to continue to work on Gob Pile No. 3 due to the wet
conditions. BRL will let this pile dry before resuming work on it.

No activity was occurring on Gob pile No. 2. BRL is cleaning sediment from the sediment collection ditches at
Gob pile No. 2.

ROADS – Rule 4.03
Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7):
The roads around the facilities area were wet but drivable. BRL has kept up on road and ditch
maintenance in these areas. Due to the weather conditions, wet and rainy, no attempt was made to drive the more
remote access roads, to the Terror creek vent shaft, vent pads, or Hubbard Creek vent pad.

BRL continues to clean sediment out of roadside ditches as conditions allow. Ditch D-B15 just west of Curve #3
is down cutting to approximately 4 feet deep in places. Installation of check dams, or anchoring brush or wattl es
in the bottom of the ditch may be methods to impede the down cutting. BRL needs to minimize and retard further
down cutting in this ditch.

Ditch D-C21 near culvert C-C15 is down cutting. Methods need to be implemented to keep this ditch from down
cutting further.

REVEGETATION – Rule 4.15
Vegetative Cover; Timing:
Due to the wet spring, noxious weeds are growing well. BRL continues to implement its weed control
plan. However, they stated that they would spray, only for the rain to roll in later that day or the next day. Musk
thistle at the D portal had been effectively killed. Jointed goatgrass at the pump house area was treated last fall
and the treatment appeared effective. The Division recommends broadcast seeding of a temporary stabilization
mix to keep the goatgrass from reinvading.

Keep implementing the approved Weed Management plan as the weather allows.

SLIDES and DAMAGE - Rule 4.12:
BRL continues to drain water away from the two slumps on the slope north of the B portals. BRL has
directed all runoff and road drainage away from Ditch D-B6. This ditch is damaged from the slide. Once the area
dries out enough, Ditch D-B6 will require reconstruction, or BRL may demonstrate and permit that this ditch is no
longer needed. BRL currently is successful in directing the water away from the portal, and into the appropriate
ponds, either Pond C or Pond B.

While conditions remain so wet, directing water away from the slumps is acceptable. Once the site dries out, a
long term solution to keep water off the slump areas will need to be pursued.

SUPPORT FACILITIES - Rule 4.04:
