May 23, 2019 C-1996-083/Bowie No. 2 Mine JHB

Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 4

Little activity is occurring on the facility area benches. BRL has graded the D bench to drain to the south
and to the ditch and culvert. An area just east of the conveyor structure was not draining well, and is very soft and
muddy. As the area dries a little more, BRL may cut this non-draining area so that it will dry out. Some metal
sheeting is sitting in the ditch at the south side of the D portal pad that should be picked up and disposed of.

The TMR200, methane flare area remains unchanged. The site was damp but not pooling water. Gravel cover was
on approximately 1/2 of this pad area. No new activity that appears to have occurred on this site since the April
inspection report. BRL has posted a public notice at the entry to the mine at the county road regarding the County
public meeting for this site.

The Coal stockpile pad is nicely graded with no apparent recent activity in this area. The coal stockpile area is
draining well with no ponded water on this location.

Portal B area is graded and draining appropriately. The two slumps on the slope north of the portals do not appear
to have moved any further. No material has slumped down to the pad or the portal structures. BRL has hauled off
the trailed with metal scrap that had been stored here in April.

TOPSOIL – Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
BRL is aware of the White top patch on topsoil stockpile “A”, but is unable to spray this patch in the rain.
Once the site dries enough for the application requirements, BRL will manage the noxious weeds on this stockpile.

DOCUMENTS RECEIVED NA
OTHER (SPECIFY) NA

ENFORCEMENT ACTIONS/COMPLIANCE

No enforcement actions were initiated as a result of this inspection, nor are any pending.
