PART I <br /> Permit No.: COR400000 <br /> Discharges of non-stormwater, except the authorized non-stormwater discharges listed <br /> in Part I.A.1.b., are not eligible for coverage under this permit. <br /> b. Discharges Currently Covered by another Individual or General Permit <br /> c. Discharges Currently Covered by a Water Quality Control Division (division) Low Risk <br /> Guidance Document <br /> 3. Permit Certification and Submittal Procedures <br /> a. Duty to apply <br /> The following activities shall apply for coverage under this permit: <br /> i. Construction sites that will disturb one acre or more; or <br /> ii. Construction sites that are part of a common plan of development or sale; or <br /> iii. Stormwater discharges that are designated by the division as needing a stormwater <br /> permit because the discharge: <br /> (a) Contributes to a violation of a water quality standard; or <br /> (b) is a significant contributor of pollutants to state waters. <br /> b. Application Requirements <br /> To obtain authorization to discharge under this permit, applicants applying for <br /> coverage following the effective date of the renewal permit shall meet the following <br /> requirements: <br /> i. Owners and operators submitting an application for permit coverage will be co- <br /> permittees subject to the same benefits, duties, and obligations under this permit. <br /> ii. Signature requirements: Both the owner and operator (permittee) of the <br /> construction site, as defined in Part I.E., must agree to the terms and conditions of <br /> the permit and submit a completed application that includes the signature of both <br /> the owner and the operator. In cases where the duties of the owner and operator <br /> are managed by the owner, both application signatures may be completed by the <br /> owner. Both the owner and operator are responsible for ensuring compliance with <br /> all terms and conditions of the permit, including implementation of the stormwater <br /> management plan. <br /> iii. Applicants must use the paper form provided by the division or the electronic form <br /> provided on the division's web-based application platform when applying for <br /> coverage under this permit. <br /> iv. The applicants) must develop a stormwater management plan (SWMP) in <br /> accordance with the requirements of Part I.C. The applicant(s) must also certify <br /> that the SWMP is complete, or will be complete, prior to commencement of any <br /> construction activity. <br /> Page 2 of 33 <br />
