Material generated <br />from developing the underground workings is defined as coal mine waste. <br />Therefore, the discussion of coal mine waste in Section 2.05.3(8) applies to <br />all spoil generated during the mine development. <br />(a) A surface blasting plan is not required for the construction of the mine facilities. <br />(7) Coal Handling Structures <br />A narrative of the coal handling structures is presented above in Section <br />2.03.3(3)(a).
