2.05.3 <br />(8) Coal Mine Waste and Non -Coal Processing Waste <br />Coal mine waste generated from within the mine will be periodically <br />transported from the underground workings with the mine conveyor. The <br />coal mine waste is stacked in a temporary pile. The coal mine waste will be <br />re -handled by front-end loader and trucks and transported to the permanent <br />coal mine waste disposal area. <br />Plan view and sections of the coal mine waste pile are show on Figure 2.2-2. <br />A description of the hydrologic and geologic setting of the disposal area is <br />presented in Buckhorn Geotech's stability evaluation located in Volume II, <br />Appendix R. <br />A discussion of the hydrologic impact of the waste disposal area is presented <br />in Volume II, Appendix N. <br />There will be no subsidence from the subsurface strata resulting from past <br />underground mining activities since the footprint of the pile has not been <br />undermined. <br />The stability analysis presented in Appendix R uses coal mine waste strength <br />parameters developed by laboratory testing of a sample of coal mine waste. <br />The Operator will perform another stability analysis of the coal mine waste <br />pile with site specific strength parameters for the coal mine waste after five <br />feet of fill have been placed in the over -excavated founding of the pile. <br />The stability analysis, located in Appendix R, shows the coal mine waste <br />bank to have factors of safety greater than 1.5. <br />The annual volume of coal mine waste produced will be variable based on <br />underground mining conditions. <br />The first task of the construction of the coal mine waste disposal area is <br />the construction of the sedimentation pond and associated collection and <br />diversion ditches. The second task is the stripping of topsoil, removal of <br />all organic material and salvaging cover material over about one half of <br />the disposal area founding. The topsoil and cover material will be placed <br />in separate stockpiles for use in final reclamation. <br />Cover material will be salvaged approximately four to six feet below the <br />level of the topsoil depth. As demonstrated above, the coal mine waste <br />pile has an average topsoil depth of 0.8 feet. At final reclamation, the coal <br />mine waste pile will be plated with 3.2 feet of cover and 0.8 feet of topsoil. <br />PR -02 2.05-28- 10/12 <br />
