March 20, 2019 C-1996-083/Bowie No. 2 Mine JHB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 <br /> <br /> Page 3 of 9 <br /> <br /> <br />The Gob pile No. 2 east permanent ditch D-F4, continues to down cut. We discussed potential fixes. If rock <br />armoring is the direction BRL decides to go, a revision will be needed. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> All gob piles are currently inactive due to wet conditions and no new refuse material being produced or <br />requiring placement. BRL is preparing to continue to work Gob pile No 3. TR118 is currently under review by <br />the division . A small slump occurred on the south face of Gob pile No. 3 due to the heavy snowpack this year. <br />All material that slumped are contained within the drainage system. None of the material left the approved <br />footprint. <br /> <br />Gob pile No. 2 has been left alone over the winter months. This lack of activity on the pile while wet has aided <br />sediment to remain on the pile and not flushing into Pond F. <br /> <br />While on Gob pile 2 we discussed improved drainage management of Ditch D-F1 and D-F8. Basil would prefer to <br />direct the drainage to the east side of the pile at the interface with the native hillslope. This approach is preferred <br />by the Division as well. This approach should eliminate the need for the “smart ditch” structure and rock armoring <br />of Ditch D-F-8. If armoring or structures are needed at the eastern extent of gob pile/hillslope interface, then a <br />technical revision would be warranted. <br /> <br />ROADS – Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6): <br /> The roads that have been cleared of snow were damp but not muddy and traversable. BRL has chosen not <br />to plow roads that winter access is not needed. This helps keep the roads from eroding during snowmelt and <br />spring rains. Leaving the snowpack on the unused roads is a good management practice. <br /> <br />BRL is watching the mine access road carefully for slumping as the area thaws. Of concern is the road section <br />north of portal B. A small slump has formed on the slope below the road (south of the road). BRL has directed <br />moisture away from this slope in attempts to dry out this slope. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> A new slump has been observed on the slope above (north) of Portal B. This is an area that a French drain <br />under the access road outlets. BRL has placed pipe into the outlet of the French drain to direct moisture off this <br />slope. The slump arc is approximately 20 feet wide, and has dropped approximately 3-4 feet. The Portal structure <br />is well protected and the slump has not impacted the portal. <br /> <br />The slope to the northwest of the B portal has previously shown mass movement, and BRL is directing runoff <br />away from this slope as well. The run-off still reports to the same pond, Pond B. BRL continues to monitor this <br />slope for movement. <br />
