EXHIBIT L WORST CASE RECLAMATION SCENARIO <br /> The worst-case reclamation scenario at the Douglas Mountain Ranch Mine will be at the five- <br /> year mark when the most topsoiling will be required. Beyond that point,topsoiling will be <br /> concurrent and there will not be an increase in the cost requirement. A truck scale and office <br /> trailer will be located near the entrance and will need to be removed. A detailed breakdown of <br /> reclamation tasks is listed below. <br /> Reclamation Tasks and Costs <br /> The following reclamation tasks will be required. <br /> • Remove truck scale and office trailer= $5,000. Demolition by dozer with ripper for any <br /> foundation. Highway haul truck to haul off rubble. <br /> • Active highwall knockdown: 500 feet of vertical, 50' tall,highwall bulldozed to final <br /> smooth 3H:IV. Bulldozing knocks the crest of the highwall down until the midpoint of <br /> the highwall to create final slope. Max. 150' dozer push. Single dozer. Roughly 34,722 <br /> CY of dozer work at $0.50/CY = $17,361 <br /> • Topsoiling of 30 acres of disturbance. 30 acres at 12 inches deep (48,400 CY) at <br /> $1.50/CY = $72,600. Single loader to load dump trucks. Dump trucks haul a maximum <br /> of 500' and then dump topsoil. Spread to final thickness by a single dozer(max push of <br /> 100'). <br /> • Rangeland seeding and mulching of Area 1 and the remaining disturbed area. 30 acres at <br /> $850/acre= $25,500.
