29. On Page D-7, the Applicant states topsoil from initial stripping of an area will be stored in <br /> berms and stockpiles as seen on Maps C-2A and C-2B. The location of the topsoil berms are <br /> not indicated on the Exhibit C-2 maps. Please explain this discrepancy and revise the <br /> Exhibit C maps accordingly. <br /> This reference is to the windrow shown on Map C-2A and the designated stockpile area shown <br /> on Map C-2B. <br /> 30. On Page D-7, the Applicant states 11,000 cubic yards of topsoil will be generated and <br /> stockpiled by the operation. Please explain how the Applicant intends to comply with the <br /> requirements of Rule 3.1.9- Topsoiling. Please update the Exhibit C-Mining Plan maps to <br /> indicate the topsoil and overburden stockpile locations, dimensions and volumes. <br /> Stockpile areas can be seen on Maps C-2A and C-213. See the revised Exhibit D for further <br /> information. <br /> 31. On Page D-8, the Applicant states the operator will provide an affidavit regarding any <br /> import material used in reclamation, in accordance with Rule 3.1.5(9)(c). Please commit to <br /> submitting technical revision to address all aspects of Rule 3.1.5(9), notjust 3.1.5(9)(c) if <br /> imported material is used in reclamation. <br /> The operator will supply a technical revision addressing all aspects of Rule 3.1.5(9) if imported <br /> material is used in reclamation. <br /> 32. The Exhibit C-2A Map indicates the Xcel powerline transecting the site will be removed to <br /> allow mining activities. The Exhibit C-2B Map indicates the Xcel gas line transecting the site will be removed or <br /> relocated to allow mining activities. On Page E-1, the Applicant states it is anticipated there will be enough reject fines (20%of <br /> raw mined gravel) to achieve the reclamation plan shown on Map F-1. The proposed Mining <br /> Plan states the crest of each cut will be knocked down with a dozer to create the final 3H:1 V <br /> reclamation slope, which is depicted on the Exhibit F-1 Map. Please explain how the use <br /> and amount reject fines generated during the life of the mine will affect the final reclamation <br /> configuration. <br /> Rejected fines will be placed in a manner that assists in achieving the reclamation plan. This may <br /> be to reduce slopes to shallower than 3H:IV, or to enhance the subsoil thickness during <br /> topsoiling.
