Please commit to submitting and <br /> receiving Division approval of an amendment prior to exposing groundwater at the site. <br /> Any post mine land use change will necessitate an amendment to the permit, which the operator <br /> will apply for. <br /> 23. Please provide a description of the nature of the stratum immediately beneath the material <br /> to be mined in sedimentary deposits pursuant to Rule 6.4.4()9(ii) in the Mining Plan or on <br /> the Exhibit C maps. <br /> See the revised Exhibit D. <br /> 24. On Page D-5, the Applicant states a portable wash plant recycle pond will be included in the <br /> site facilities. Please provide a description of the design and operation of the recycle ponds. <br /> The ponds associated with a portable wash plant are used to recycle wash water for use in the <br /> plant repeated times. These ponds are a sequence of small sediment ponds that allow wash water <br /> to drop out fine sediment from washing prior to that water being pumped back into the wash <br /> plant for re-use. The sediment and fines in these ponds will be cleaned out periodically and <br /> placed with other reject material from processing for use as backfill. These ponds are small, <br /> typically 10' x 20' x 3' at most. They will vary in size depending on production needs; more <br /> washed rock will necessitate larger ponds. <br /> 25. On Page D-5, the Applicant states all fuel tanks will have secondary containment...with over <br /> 110%of the volume of the largest tank. Please commit to constructing and maintaining <br /> secondary containment for 110%of the volume all tanks in the containment facility, not only <br /> the volume of the largest tank. <br /> See revised Exhibit D. A detailed SPCC plan will be maintained for the site. <br /> 26. On Page D-5, the Applicant indicates all fuel tanks will have secondary containment. Please <br /> provide the construction and maintenance details for the containmentfacilities. <br /> Containment will consist of double-walled tanks and/or lined berms with appropriate capacity. <br /> 27. On Page D-6, the Applicant states a designated equipment repair area with two foot thick <br /> compacted pad offines with a further six inches ofgravel placed atop will be constructed. <br /> Please clarify if the repair area will include a sump to collect any released toxic materials. <br /> Please provide design and operation details for the sump ifplanned for construction. <br /> A sump will be maintained in the described maintenance area to trap any spilled oil or grease. <br /> Periodically this sump will be cleaned out, and any material with oil or grease amongst it will be <br /> disposed off offsite at the appropriate landfill. <br /> 28. On Page D-7, the Applicant states past mining activity predicts an expected 12 inch average <br /> depth of topsoil.
