Eric Scott
RE:Response to Preliminary Review of a 112 Construction Materials Reclamation Permit Application Package,
Tollgate Pit,File No.M-2018-060
February 15, 2019
costs were calculated assuming geometry displayed in the reclamation plan map. Most material cost
estimates were pulled from the UDFCD Bid Item Pricing spreadsheet tool(v. 7.0.4).Note the unit cost for
concrete is lower than typical as this is assumed to be non-structural grade concrete.
Documentation substantiating the estimated cost of the slurry wall design and installation that was specified
in the original November 2018 DRMS permit application is attached. In our opinion, the full cost for
installation of the slurry wall need not be reflected in the reclamation costs subject to bonding as it will be
constructed before mining operations begin. It may be appropriate to include some percentage of the total
slurry wall cost in the bond, in the event the slurry wall is damaged during mining and repairs must be
made.
Note that the opinion of probable cost reflects the opinion of a person familiar with the industry but not an
expert in this field. It reflects quantities and costs associated with a preliminary level of engineering detail.
Allowances for unlisted items and contingency are intended to partly compensate for this limited
knowledge.
EXHIBIT S—Permanent Man-Made Structures(Rule 6.4.19):
A stability analysis was completed and included in the initial application submitted in November 2018. In
addition, a structure agreement was sent to all individuals or companies with structures within 200 feet of
the property boundary. To do so, an 811 locate request was put out to gather all underground utility
information. Above ground utilities were located on site. The updated structures list is displayed below in
Table 3 and also shown on the updated mining plan C-2.
TABLE 3.
