PRODUCTION PHASE: This part of the mining activities is for the removal, stock piling, and <br /> separation of gravel, we would proceed as follows. <br /> y 1. A large(D-8 or D-9)bulldozer,(see section D. Equipment and Vehicles)would begirt work <br /> f at the tops of the existing cut banks and push gravel to the loading and separation areas. <br /> 2. A front-end loader would help in this process of stockpiling after the material is loose. <br /> 3. The loader would be used to load the gravel onto trucks for export from the site. <br /> 4. When hard rock is encountered, that cannot be ripped by a dozer, blasting may occur and is <br /> expected to be on a limited basis. See Decision Notice and FONSI, May 22,2000. <br /> 5. Gravel would be removed from the site in 14 to 25 ton tandem and belly dump trucks. With <br /> an average of 28 loads per day. <br /> 6. Operating hours are from 8:00 A.M. to 5:00 P.M. Monday through Friday <br /> 1 7. Production Verification will be comprised of multiple techniques including: <br /> • Site visits by Forest Service Officers to examine operations for compliance with <br /> regulations and stipulations of the contract and visually estimate the quantity <br /> removed. <br /> • Operator submittals in the form of trip tickets—The truck driver or loader operator <br /> deposits completed volume or weight tickets in a secure box, (provided by PK <br /> Enterprises) each time the operator exists the pit. Measure the dimensions of the <br /> truck and calculate the volume it holds. Each trip ticket represents the volume of one <br /> truckload. <br /> • Production Reports—The operator is required to provide a production report during <br /> the specified reporting (monthly)period. <br /> • Pre and Post Surveys — An operator provides certified surveys of the site for <br /> determining pit dimensions and quantity removed. <br /> 8. For further information refer to the "Environmental Assessment Mule Creek Gravel Pit', <br /> February 2000. <br /> RECLAMATION PHASE: There will be reclamation activities concurrent with the production <br /> phase of this mine, such as the fill area on the north edge of the pit and along the entry on private <br /> land. The largest portion of reclamation will be done when the grades have been established for the <br /> whole area and would proceed as follows. <br /> 1. Bring all slopes to between 2:1 to 3:1, with the exception of possible rock outcrops. <br /> 2. The ground would be scarified and topsoil would be placed at an average depth of 6". <br /> 3. Surface preparation with a spring tooth harrow. <br /> 4. Hand broadcast native seed and where practical a seed drill would be used. <br /> 5. A drag would be used to cover the seed. <br /> 6. Trees and shrubs will be planted. <br /> 7. A performance standard of 90% is to be used(See Section H- Reclamation);reclamation <br /> will not be complete until this standard has been reached. <br /> . 8: For further information please refer to the Environmental Assessment. <br /> 9. P.K. Enterprises will have load tickets and invoices from the sale of gravel on file and will <br /> provide these to the Forest Service at the end of each month. When grades have been met in <br /> the pit area a surveyor will be used to determine how much gravel was taken from public <br /> lands. <br /> -4- <br />
