Conservation Board (CWCB), completed in 2009 and 2010 (References 2-5). <br /> The base map information is current as of 2010 at a scale of 1:24,000 or better as <br /> provided by FEMA and the Prowers County GIS Department. The base map data <br /> is based on the NAD 1983 horizontal datum and projected to UTM Zone 13, <br /> meters. No orthoimagery is included in this study update. <br /> 1.3 Coordination <br /> Historically, an initial coordination meeting, held on June 27, 1979, was attended <br /> by representatives of the City of Lamar and Prowers County, FEMA, the <br /> Colorado Water Conservation Board (CWCB), acting as the State Coordination <br /> Agency, and Camp Dresser & McKee Inc., the study contractor. The purpose of <br /> this meeting was to discuss the nature of the original City of Lamar FIS, the scope <br /> and limits of work, and flood information currently available concerning the <br /> community. <br /> A second coordination meeting held on November 5, 1979 was attended by city <br /> and county officials, and the study contractor. Camp Dresser & McKee Inc. <br /> Camp Dresser & McKee Inc. informed the City of their intentions and solicited <br /> any information on new developments or existing problems in the study area. <br /> FEMA, the State, the City of Lamar and Prowers County were contacted <br /> regarding the availability of any reports studies, or investigations which may <br /> contain information relative to flooding problems in the community. A 1976 <br /> flood study prepared by Ken O'Brien and Associates for the U.S. Army Corps of <br /> Engineers was received. <br /> The initial CCO meeting for this countywide FIS was held April 16, 2009 at the <br /> Prowers County Annex Building in Lamar, attended by representatives of the <br /> study contractor, the communities, CWCB, and FEMA. The final CCO meeting <br /> was held November 6, 2014, at the Lamar Community Center Building and <br /> attended by representatives of the study contractor, the communities, and CWCB. <br /> 2.0 AREA STUDIED <br /> 2.1 Scope of Study <br /> This Flood Insurance Study covers all areas within Prowers County, Colorado. <br /> The historic limits of detailed study in City of Lamar were determined by FEMA, <br /> community officials, and the study contractor during the meeting in June 1979. <br /> Floods caused by overflow of the Arkansas River and Willow Creek were studied <br /> in detail. The areas studied by detailed methods were selected with priority given <br /> to all known flood hazard areas, and areas of projected development or proposed <br /> construction for the next five years, through May 1986. The scope and methods <br /> of study were proposed to and agreed upon by FEMA and the City of Lamar. <br /> 2 <br />
