The following flooding sources were studied by detailed methods: the Arkansas
<br /> River, Highway 50 Split Flow, Railroad Split Flow, and Wolf Creek within the
<br /> Town of Granada; the Arkansas River and Wild Horse Creek within the Town of
<br /> Holly; and the Arkansas River, Willow Creek, and Willow Creek Split A within
<br /> the City of Lamar.

<br /> Granada Creek, Horse Creek, James Draw, Little Bear Creek, Long Creek, North
<br /> Bear Creek, North Butte Creek, North Mule Creek, North Plum Creek, Pauls
<br /> Arroyo, Plum Creek, Prince Reservoir, Sisson Canal, Smith Arroyo, South Mule
<br /> Creek, South Plum Creek, Two Butte Creek, West Fork Cottonwood Creek, West
<br /> Horse Creek, West Wild Horse Creek, Wild Horse Creek, Willow Creek, Wolf
<br /> Creek, and X-Y Canal.
<br /> One Letter of Map Revision (LOMR) was incorporated in this update: Case
<br /> Number 13-08-0049P along the Arkansas River, effective November 18, 2013.
<br /> The LOMR incorporated a portion of the recent CWCB hydrologic and hydraulic
<br /> studies along the Arkansas River, as well as the effects of construction of the new
<br /> SH 89 bridge. In addition to the unincorporated areas of Prowers County, the
<br /> geographic area of the Town of Holly was impacted, however those impacts are
<br /> being shown for the first time in this update due to the Town of Holly being
<br /> previously mapped as "Area Not Included." Due to levee protection determined to
<br /> apply to the 1% Annual Chance flood, and shown following the "Levee Seclusion
<br /> Method,"the Town of Holly is now mapped with only Zone X shaded floodplain.
<br /> 2.2 Community Description
<br /> Prowers County is located in the southeastern corner of Colorado, bound by the
<br /> State of Kansas to the east, Kiowa County to the north, Bent County to the West,
<br /> and Baca County to the south. The total population of the county is 12,551
<br /> according to the 2010 census (Reference 6). The unincorporated/rural areas of the
<br /> county have a population of 4755 according to the 2010 census (Reference 7).
<br /> The Town of Granada is located within the eastern portion of Prowers County,
<br /> Colorado, approximately fifteen miles west from the Colorado-Kansas state line
<br /> and approximately eighteen miles east of the City of Lamar. The town was
<br /> incorporated in 1887 and has a population of approximately 517 according to the
<br /> 2010 census (Reference 8).
<br /> The Town of Holly is located within the eastern portion of Prowers County,
<br /> Colorado, approximately four miles from the Colorado-Kansas state line. The
<br /> town was incorporated in 1903 and has a population of approximately 802
<br /> according to the 2010 census (Reference 9). The town serves as a service minded
