FLOOD INSURANCE STUDY <br /> PROWERS COUNTY, COLORADO AND INCORPORATED AREAS <br /> 1.0 INTRODUCTION <br /> 1.1 Purpose of Study <br /> This Flood Insurance Study (FIS) revises and supersedes the FIS reports and/or <br /> Flood Insurance Rate Maps (FIRMS) in the geographic area of Prowers County, <br /> Colorado, including the City of Lamar; the Towns of Granada, Holly, and Wiley; <br /> and the unincorporated areas of Prowers County (referred to collectively herein as <br /> Prowers County), and aids in the administration of the National Flood Insurance <br /> Act of 1968 and the Flood Disaster Protection Act of 1973. This study will be <br /> used to establish actuarial flood insurance rates and assist the community in their <br /> efforts to promote sound floodplain management. Minimum floodplain <br /> management requirements for participation in the National Flood Insurance <br /> Program (NFIP) are set forth in the Code of Federal Regulations at 44 CFR, 60.3. <br /> This Flood Insurance Study was prepared by compiling pertinent information for <br /> the flood hazard areas in the various communities which comprise Prowers <br /> County, from both new analyses and existing technical and/or scientific data <br /> originally prepared by others. <br /> In some states or communities, floodplain management criteria or regulations may <br /> exist that are more restrictive or comprehensive than those on which these <br /> Federally-supported studies are based. In such cases, the more restrictive criteria <br /> take precedence and the State (or other jurisdictional agency) will be able to <br /> explain them. The Town of Holly has no Special Flood Hazard Areas identified. <br /> 1.2 Authority and Acknowledgments <br /> The sources of authority for this Flood Insurance Study are the National Flood <br /> Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. <br /> The hydrologic analysis for the previous City of Lamar FIS was performed by the <br /> U. S. Army Corp of Engineers (Reference 1) and was checked for technical <br /> accuracy by Camp Dresser and McKee Inc. The hydraulic analysis was performed <br /> by Camp Dresser and McKee Inc. These analyses were performed for FEMA <br /> under Contract No. EMW-C-0046. That study was completed in May 1981. <br /> This countywide study makes use of new hydrologic and hydraulic analyses for <br /> the Arkansas River and Wild Horse Creek within the Town of Holly; the <br /> Arkansas River and Wolf Creek within the Town of Granada; and the Arkansas <br /> River and Willow Creek within the City of Lamar. These analyses were <br /> performed by ICON Engineering, Inc. on behalf of the Colorado Water <br /> 1 <br />
