October 17, 2018 C-1996-083/Bowie No. 2 Mine JHB

Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 1

The outlet of culvert C-G2 on the west side of pond D needs clean out of sediment.

The woody plant growing in Pond J D-17 inlet has been cut. One remaining tree on the south embankment will
need to be cut as well.

PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
No new waste material or pond cleanings have been placed on Gob Pile 2. The operator has graded the
top of the pile with “waterbars” in an effort to reduce sheet flow velocity and direct runo ff to established drainages
and ditches. The top of gob pile #2 was drying , and had no standing water. The temporary ditch between ditch D-
F1 and D-F3 that is reinforced with smart ditch, has undercutting of the smart ditch. This undercutting does not
change the ultimate control of the runoff. The operator installed the smart ditch to help reduce sediment that
reaches Pond F. Pond F was cleaned out in the summer of 2018, and maintains adequate sediment storage at this
time.

The operator installed straw bale dams in ditch D-F-19 (Map 21-3 sheet 3 of 4), to slow down-cutting of this ditch.
Runoff side-cut these dams. The goal is to slow the flow and allow runoff to deposit in the bottom of the ditch.
We discussed some potential solutions. Basil thought short keyed-in timbers could be effective. We also
discussed minimizing the height of any damming efforts to allow the sediment to drop out and deposit in the
bottom of the ditch.

Ditch D-D-7 on Gob pile #4 was holding up well. Some side-cutting of the straw logs had occurred, but sediment
deposition in the ditch had also occurred at several of the straw wattle dams. Vegetative cover on upper portions
of gob Pile #4 looked good, stable and diverse.

Gob pile #3. No activity was occurring on the pile at the time of the inspection. BR had finished to lower lift of
the far south west side of the pile, and was waiting time the next segment to the east was dry enough to work and
start placing waste in this next location. We discussed proper tying in of the next portion of waste material into
the western section, and making a good blending of the areas to avoid a slip face between the two areas. BR will
continue to work this pile as weather conditions allow for proper compaction.

ROADS – Rule 4.03
Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7):
Roads have been maintained throughout the mine site. The operator has been shaping ditches and clearing
culverts in anticipation of winter months.

The UP railroad continues to maintain the rail road track and replace ties throughout the valley, and within the
Bowie No. 2 permit area. The operator continues to monitor the progress and make sure that UP removes all trash
and spent ties.
