Mr. Basil Bear of Bowie Resources <br />accompanied the inspection. On October 16, 2018 the Division recieved a press release that Bowie Resources, <br />LLC’s parent company, Bowie Resource Partners, LLC, was in the process of changing it’s corporate name to <br />Wolverine Fuels, LLC. Bowie Resources will be submitting a revision to the Divisoin regarding this parent <br />company name change. <br /> <br />The weather was cloudy , dry and mild. According to Mr. Bear, the area had received over an inch of precipitation <br />the preceeding week. <br />FISH and WILDLIFE – Rule 4.18: <br /> Basil noted that they had observed a bobcat hanging around haul road curve #3 (just above the materials <br />storage area). We observed a bobcat running from this corner, and later a hawk or eagle at this corner. Basil <br />identified the bird as an eagle, but the inspector did not get that close of a look at the bird to identify the species. <br />Deer track were noted near ponds C and D. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds throughout the site were holding water, but none of the ponds were approaching discharge <br />elevations. Ponds were still murky as sediment was still settling out. <br /> <br />Tamarisk had been cut at pond C. It appeared that one or two stems had been missed. Gary confirmed that he <br />treated the cut stems with chemical as soon as he had cut the tamarisk. Consultation with “Weed control in <br />Natural Areas in the Western United States” confirms that plants can re-sprout vegetatively from root sprouts and <br />stem fragments in moist substrate. So leaving the cut stems on the water interface of the pond could result in re- <br />sprouting of these stems. It is recommended to dispose of the cut stems.
