The
site is 0.3 acres in size. The land has been requested for Phase II and Phase III Bond Release. The reclaimed parcel
was well vegetated and stable. There were no indications of erosion or off-site impacts. The land approximated the
approved post-mining topography.

The area known as Substation A (Photo 8) was requested for Phase II and Phase III release. The site is 0.2 acres in
size. The site was well vegetated and stable. There were no erosional features identified and no off-site impacts were
observed. Substation A overlies the mine workings. There were no visual indications of subsidence features at the
site. The site appeared to have approximated the approved post-mining topography.

The area known as the North Decline (Photo 9 and 10) is composed of 6.6 acres of land. The area was very well
vegetated and stable. There were no erosional concerns identified and no off-site impacts were seen. The area was
visually inspected for any surface expressions of subsidence. There were no identified impacts from subsidence.
The 8.0 acres associated with the North Decline approximated the approved post-mining topography.

Substation B (Photo 11) is located on surface lands owned by the Bureau of Land Management. The site was
requested for Phase III release and is 0.3 acres in size. The site was well vegetated and stable. There were no
erosional concerns identified and no off-site impacts were observed. The substation footprint is above the mine
workings. There were no visual indications of subsidence related features. Substation B approximated the approved
post-mining topography.

The Borrow Area (Photo 12) located to the south of the old facilities and portals is 1.1 acres in size. The borrow area
was requested for Phase III release. The site was very well vegetated and stable. There were no erosional features
identified and no off-site impacts were observed. The borrow area overlies the mine workings. There were no visual
indications of impacts from subsidence observed. The Borrow Area approximated the approved post-mining
topography.
Groundwater Wells GWMS 01 A and B (Photo 1), GWMS 02 A and B (Photo 2), and GWMS 03 A and B (Photo 3)
were visited during the inspection. Wells GWMs 01 A and B, and GWMS 03 A and B are located on Rapid Creek.
Wells GMWS 02 A and B are located on Cottonwood Creek. The wells were sealed and reclaimed in August 2016.
The pads had been seeded and there were markers where the wells had been located. The reclaimed pads were well
vegetated and stable. There were no erosional features identified on any of the three sites. There were no off-site
impacts observed.
REVEGETATION – Rule 4.15
Vegetative Cover; Post-Mining Land Use:
Cheatgrass (Bromus tectorum), a List C noxious weed, was present in the reclaimed areas. This is common on
reclaimed lands. This species has been found to yield to more desirable species over time. Desirable species are
well-established. Shadscale (Atriplex confertifolia), fourwing Saltbrush (Atriplex canescens), rubber rabbitbrush
(Ericameria nauseosa), and broom snakeweed (Gutierrzia sarothrae) were identified during the inspection of the
bond release areas. Plant species identified during the inspection promote the post-mining land use of fish and
wildlife habitat.
