The inspection was conducted on June 27, 2018 by <br />Clayton Wein and Dan Hernandez of the Colorado Division of Reclamation, Mining and Safety (the Division). <br />Christine Belka of the Office of Surface Miing, Reclamation and Enforcement (OSMRE), Greg Shurbet of Snowcap <br />Coal Company (SCC), Jim Stover of J.E. Stover and Associates, Brant Harrison of Kokopelli Farms (a landowner), <br />and Steve Erikson (a landowner) were present for the inspection. The weather was clear with a temperature starting <br />at 80 degrees F and increasing to 97 degrees F by the end of the inspection. The ground conditions were dry. <br /> <br />This inspection covered acreages requested by SCC in the SL-11 Bond Release Application. The request is for 2.4 <br />acres of combined Phase II and Phase III release and 8.0 acres of solely Phase III release. Also requested are 291.3 <br />acres for termination of jurisdiction. The 2.4 acres of combined Phase II and Phase III are lands associated with the <br />conveyor corridor (0.3 acres), the Light Access Road #1 (1.9 acres) and the A Substation (0.2 acres). The 8.0 acres <br />of solely Phase III requested land are associated with the B Substation (0.3 acres), the North Decline (6.6 acres) and <br />the Roadside Borrow Area (1.1 acres). These 8.0 acres were requested for Phase III release with the SL-8 <br />Application, but were not released with the approval of SL-8. The 291.3 acres requested for termination of <br />jurisdiction with SL-11 are surface areas that were not disturbed, but they are over the underground workings of the <br />mine. During the inspection, Mr. Erikson expressed to the Division that he had no concerns or items on his property <br />that he wished to be inspected by the Division. <br /> <br />RECLAMATION SUCCESS - Rule 4.15: <br /> The Light Use road #1 (Photo 4, 5 and 6) was requested for a combined Phase II and Phase III release. In <br />total, the acreage inspected for release was 1.9 acres. During the inspection, the reclaimed road was observed to be <br />well vegetated and stable. One section of the road to the southwest of the portals on top of the plateau was stable but <br />had noticeably less vegetation. This is due to the steep terrain and the south facing slope. There were no issues with <br />stability or erosion on that section of the reclamation. The farthest southern portion of the reclaimed road overlies <br />the workings from the mine. There were no visual indications of impacts from subsidence. The area approximated <br />the approved post-mining topography.
