June 12, 2018 C-1996-083/Bowie No. 2 Mine JHB

Number of Partial Inspection this Fiscal Year: 10
Number of Complete Inspections this Fiscal Year: 4

control for White top on the embankment as noted by dead vegetation. Addition of hand spread seed on the
treated area would be appropriate to keep noxious weeds from re-invading.

Pond D was essentially dry with a small muddy puddle at the east end of the pond. No maintenance items were
identified at Pond D.

Ditch D-D5 and Culvert C-G4 have been cleaned out. These structures appear functional.

The operator had finished cleaning sediment out of Pond F. The cleaned out sediment had been hauled to the
northern area of Gob Pile No. 2 and allowed to dry. Pond F looked good and was dry. No concerns were noted
with this pond.

Although we did not walk the upland collection ditch upslope of the Gob pile, Bill reported that Bowie Resources
had cleaned the upland ditch this spring.

Pond J was dry with no problems noted.

Pond B was dry and well vegetated.
Pond K was dry.

Ditches throughout the site have been maintained and appear to be in good shape.

PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
Pond cleanings that were removed from Pond F were hauled to the north eastern portion of Gob Pile No.
2. Here the cleanings were allowed to dry, then spread out. At the time of the inspection, they had been spread,
and dragged, but not compacted. The consistency of the pond cleanings looked very similar to the coal refuse
material, with additional rocks.

Bowie Resources is awaiting the close of the public comment period to implement TR115.

The operator continues to rework and compact the western end of Gob pile 3.

ROADS – Rule 4.03
Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7):
The reclaimed slope at Hubbard Creek Vent fan were in good shape in spite of the extremely dry
conditions. The vegetation is already drying up, but Cicer milkvetch, perennial grasses and trees and shrubs were
present and in good condition.
