The inspection began on 6/12/2018 at the <br />mine office with a verification of the mine records. The Inspection resumed on June 14, 2018 with the field <br />portion of the inspection. Mr. Bill Bear of Bowie Resources assited with locating mine records, and accompanied <br />the on-the-ground inspection. <br /> <br />The weather was warm dry and clouding up during the on-the-ground portion ofthe inspection. The mine is in <br />Temporary Cessation. Operations are idle. Activities on the mine site include regular maintenance, weed control, <br />pond and ditch cleaning, and re-compacting RDA No. 3. No coal is currently being mined or processed. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were verified in the mine office on 6/12/2018 and found to be complete and up to date. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> The inspection progressed up to Hubbard Creek to observe the reclaimed Hubbard Creek Vent Fan <br />reclaimed area. This reclaimed slope has filled in well. Though the overall ground cover is spare, there is <br />adequate vegetative cover to control erosion, the surface was left rough, and numerous trees and shrubs have <br />become established. Cicer milkvetch was present and looking healthy. Large rocks along the roadway have been <br />effective in reducing any vehicle trespass on this reclaimed site. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond C held a shallow pool of water well below discharge elevation The pool did not cover the entire <br />bottom of the pond.
