Deep Cut LLC - 22 West Pit Page 5
Adequacy response 01 Permit # M-2017-032
Exhibit D —Mining Plan (Rule 6.4.4):
7) The proposed mining plan suggests this will be a phased operation, in which material will first be
extracted from the area between the two ponds, then the pond will be expanded westward, and later,
the northeastern pre-law disturbed area with old overburden/topsoil stockpiles may be mined and the
growth material used for reclamation of pond shorelines. However, the mining plan does not specify
phases. If this will be a phased operation, please specify phase numbering in the mining plan,
including in the mining timetable.
No, this is not planned as a phased operation, that was just an explanation on how the
mine would develop. Basically, starting on the west side of the existing lake, mining the
old plant site and then moving to the NE corner and mine east along the north side of the
existing lake. Your suggestion has its merits but would require rewriting the Mining and
Reclamation Plans and revise the maps. It appears the Mining and Reclamation
Timetables gave this mis-representation. I revised them to reflect a single stage of
mining but having 2 options.
Additionally, please provide Exhibit C Mining Plan Maps that correlate with the phases, specifying
the areas to be disturbed during each phase. These maps should also indicate overburden and topsoil
storage areas, material and equipment storage areas, and approximate maximum pond surface area
during each phase.
It is not a phased operation. Map Exhibit C-1 Mining Plan shows how mining would look
as mining progresses thru the old Plant Site area. On that area there are no growth
medium piles since none exists on the old Plant Site area. As noted in the plan there is
no topsoil or overburden on the entire western part of the mine. The 17.36 acre area was
historically used as a concrete batch plant, gravel processing and industrial area starting
before 1970.
Map Exhibit C-2 Mining Plan Map (Option 2) shows a time when mining is done on the
old Plant Site area, the large pile of dirt has been removed from the surface and mining is
going from east to west. Soil storage piles for use-during reclamation of the old dirt pile
area are shown where the dirt was stripped off prior to gravel mining resuming. Before
implementing this part of the mining plan the operator will file a Technical Revision to
increase the bond to cover resoiling and revegetation for the eastern part of the north lake
shore.
All processing (temporary storage and loading of pit-run material) will take place in the
exiting Plant Site area cross hatched on the map. I have added approximate outlines of
where the stockpile areas and equipment parking areas will be located on the mine.
8) Pursuant to Rule 6.4.4(d),please specify the area(s) to be worked at any time. The maximum amount
of land to be disturbed at any time should include ponds, mined areas, stockpiling/storage areas, and
roads. This disturbance should correlate with the phase during which disturbance will be at its
maximum (prior to final reclamation).
When preparing the application, I choose a snapshot in time when doing the Mining Plan
and Mining Plan Map that balance the area used by the active mining operation verses
reclaimed area. In this mine the largest area to be mined at one time will be the old Plant
Site area at 16.31 acres of dry ground and 1.05 acres of lake. But as mining progresses
thru the mine the amount of area needing reclamation is reduced by every acre of water
