EXHIBIT D MINING PLAN (CONT) remove litter and illegal dumping. All noxious weeds will be controlled by Grand County through an authorization with the BLM. No inoperable equipment or equipment not related to the mining operation will be stored at the site. AMENDMENT 1 - Acreage added to Permit This section describes the changes made to the permit . This amendment adds 9 . 62 acres ± to the existing permit area. It adjoins the existing permit area on the north side so mining will continue into the new area as it progresses across the mine . This will bring the total permit area/affected lands area to 29 . 61 acres ± . We plan to extend the floor of the existing mined area on the south into the amendment area. The floor will be sloped to preserve the natural drainage pattern across the reclaimed area to be consistent with the current approval . Seasonal precipitation that fall on the site will be retained on the mine until suitable for release or for 72 hrs or less . Berms or ditched will be built around the mining area on the upslope sides to prevent stormwater runoff from reaching disturbance areas . Three new maps have been created that show the entire permit area. The green outline is the new area and the yellow outline is the existing permit area. The Pre-Mining (Existing Conditions) Map shows approximately how the site looks now. This map shows the surface and adjoining owners and lists the structures within 200 feet of the Amendment area. The Mining Plan Map shows how we expect the site will look as mining progresses into the new area and the direction of mining. The Reclamation Plan Map shows how Grand County thinks the site will look when mining is complete. Note that the existing area on the Reclamation Map looks like the maps currently on file, with the exception that the west soil berm has been removed and the two areas are blended creating a larger floor area. We will maintain a 25-foot setback from the permit boundary so there is adequate space around the mine for maintenance, grading and shaping. Mining will continue to the north across the property until the north permit line is reached. This will daylight out the north end into the drainage so the floor will be left nearly flat with a gentle east to west slope. The east side slope will be blended to match the existing topography to create a natural looking transition from the offsite slopes to the mine floor. The current plan calls for having no more then 5 acres disturbed at any-one-time . This is not practical so we are increasing the disturbance area to 15 acres . This area will include areas of active mining, processing/stockpile area and partial reclaimed that are waiting for resoiling and revegetation. Where 6
