5.0 CONTINGENCY PLANS [112.7(D)] <br /> 112 7(d) (d) If you determine that the installation of any of the structures or pieces of equipment <br /> listed in paragraphs (c) and (h)(1) of this section, and §§ 112.8(c)(2), 112.8(c)(11), 112.9(c)(2), <br /> 112.10(c), 112.12(c)(2), 112.12(c)(11), 112.13(c)(2), and 112.14(c) to prevent a discharge as <br /> described in § 112.1(b) from any onshore or offshore facility is not practicable, you must clearly <br /> explain in your Plan why such measures are not practicable; for bulk storage containers, conduct <br /> both periodic integrity testing of the containers and periodic integrity and leak testing of the valves <br /> and piping; and, unless you have submitted a response plan under § 112.20, provide in your Plan <br /> the following: (1) An oil spill contingency plan following the provisions of part 109 of this chapter. (2) <br /> A written commitment of manpower, equipment, and materials required to expeditiously control and <br /> I remove any quantity of oil discharged that may be harmful. <br /> 5.1 Purpose of Plan and Commitment of Resources <br /> A&S Construction Co. is committed to a strong antipollution and spill prevention program. We <br /> are committed to operating and maintaining our facilities in a manner that will minimize the size <br /> and occurrence of spills. We are committed to a strong, pro-active training and inspection <br /> program that will insure that our facilities are operated and maintained in a manner that will <br /> prevent or minimize the occurrence of spills. <br /> A&S Construction Co. has implemented this contingency plan to provide a framework for <br /> handling oil spill releases from containers, piping, or equipment. A written commitment of <br /> manpower follows. <br /> In the event of a spill, A&S Construction Co. will commit the manpower, equipment and materials <br /> necessary to ensure that the cleanup occurs in the shortest practical time while minimizing <br /> environmental damage and maximizing product recovery. <br /> 5.2 Scope <br /> This plan covers responsibilities, organization and duties, training, routine surveillance, <br /> emergency procedures, evacuation plans, recordkeeping and incident reports, a list of <br /> emergency coordinators, and a discussion of emergency equipment. <br /> 5.3 Responsibilities, Organization, and Duties <br /> If there is a petroleum release, the first employee who discovers the spill reports the spill to the <br /> Plant Manager on duty. If necessary, the Plant Manager will dispatch the spill cleanup contractor <br /> to the site. The Plant Manager will contact the appropriate agencies as required and report the <br /> release. <br /> 5.4 Training <br /> All new hires are required to have spill prevention training that includes a review of material <br /> similar to that found in this SPCC plan. Employees are also instructed while on the job. Once a <br /> year, refresher training for spill prevention and response are conducted. In the event of a spill, <br /> the responding employee will report the spill to his/her supervisor who will contact the field spill <br /> response coordinator, who is an OSHA certified spill response coordinator. <br /> Portable Gencor Asphalt Plant Page 14 <br /> SPCC Plan August 31, 2005 <br />
