During the Division's inspections, it was observed that Topsoil Pile 16B has been removed and topsoil <br />was added to Topsoil Pile 16B. Please update Map 28 to show this change. <br />Response: Map 28 and Map 28B have been updated to reflect Topsoil Pile 16B being reclaimed. <br />6. As discussed via phone between the Division and Colowyo on January 4, 2018, please <br />provided an updated boundary description on all associated text and updated permit <br />boundary on all associated maps to include the area which encompasses Topsoil Pile 17E. <br />Response: As discussed, the permit boundary has been updated to include Topsoil Pile 17E as <br />requested. All maps that the revised permit boundary have impacted have been submitted herein as <br />necessary. <br />7. On proposed Volume 12, Rule 2, Page 26 under the section Surface Water, it states, <br />"Surface rater adjudication within the Permit Revision area... ". Please update the <br />reference of Permit Revision area to speck which permit revision the area is associated to <br />the area. <br />Response: The word "South Taylor" was added into the surface water section to ensure clarity was <br />provided with which permit revision area this is addressing. <br />8. On proposed Volume 12, Rule 2, Page 71, the South Taylor temporary overburden <br />stockpile stabilization seed mix was removed from the section. Please provide the Division <br />an explanation on why it was removed from the text. <br />Response: First, during construction of the temporary stockpiles, the piles change often enough <br />that attempting to establish vegetation is not practical. Second, the angle of repose slopes found on <br />the majority of both fills along the lack of topsoil are not conducive as a growth medium. Finally, <br />the surface of the stockpiles hardens over time, and the premise of applying a seed mix for erosion <br />control and/or dust suppression is not necessary. In summary, it was determined the stockpile seed <br />mix did not provide any benefit nor was it practical to grow vegetation on steep slopes (angle of <br />response), therefore it was appropriate to remove it from the permit. <br />9. On proposed Volume 12, Rule 2, Page 78, under the first paragraph of Section <br />2.05.6(3)(a), there appears to be a typo with the redundant use of the word "area". <br />Response: The redundant word "area" has been removed. <br />10. While Haul Road `A " and Haul Road `B" are discussed under Volume 1 of the Colowyo <br />PAP, the Division feels additional references to this discussion is necessary under the <br />proposed Volume 12, Section 2.05.3(3): Mine Facilities — Haul and Access Road for <br />AN EQUAL OPPORTUNMTY/AFRRMATN/E ACTION EMPLOYER <br />A Touchstone Energy Cooperative Attsk <br />
