Exhibit C — Mining Plan <br /> Expansion of the Signal Reservoir No. 1 will require excavation of approximately 1.5 million <br /> cubic yards of inert clay and bedrock materials from the thirty (30) acre permit area to deepen <br /> the reservoir by approximately 40 feet from the current grade of the existing reservoir as <br /> illustrated in the accompanying map titled Exhibit E-1 Mine Plan and cross-sections in Exhibit E- <br /> 1A. All slopes within the planned excavation will be constructed at 3H : 1V configuration to <br /> ensure safety and stability. <br /> The excavated basin will have maximum dimensions of approximately 1,770 feet, length and <br /> 920 feet width and will be approximately 40 feet deep relative to the existing grade of the <br /> reservoir. <br /> The reservoir expansion has been designed by professional and licensed engineers at Tessara <br /> Water, LLC., 13101 Cavanaugh Road, Hudson, Colorado based upon the geotechnical analysis <br /> prepared by Earth Engineering Consultants as described in Exhibit B. <br /> The period of construction will be of approximately one year duration and is estimated to begin <br /> in summer 2018 and estimated be completed by the spring of 2019. <br /> Prior to the beginning of the reservoir excavation vegetation will removed from the existing <br /> reservoir and the bottom will be smoothed to accommodate efficient operation. <br /> Following the grubbing and grading is complete the clay and bedrock material will be excavated <br /> using rubber tired scrapers assisted by tracked dozers, front end loaders,graders and <br /> excavators as needed to support efficient operations. The excavating operations will be <br /> conducted during the hours of 7:00 am to 7:00 pm, 6 days per week. Equipment maintenance <br /> may be conducted on the site during the hours of 7:00 am to 7:00 pm during the remainder of <br /> the week or during periods when the equipment is idle. <br /> Ancillary equipment used on the site will include; water truck(s),fuel truck, supervisor vehicles <br /> and mechanics vehicles. All equipment will be parked within the 30 acre permit boundary <br /> when idle. <br /> None of the material removed from the excavation will be processed or sold commercially as <br /> construction aggregate. No processing equipment will be used during this project and none will <br /> be located on the site during the proposed project. <br /> The planned excavation will begin at the approximate middle of the eastern boundary of the <br /> permit area and will progress westerly until the final limits as described on Exhibit C have been <br /> Signal#1 Reservoir Expansion-111 Special Operations Permit Application <br /> March 22,2018 11 <br />
