Vegetation on the proposed permit site was evaluated by Ecosystem Services, LLC., (Ecosystem)
1455 Washburn Street, Erie, Colorado. The results of this survey are included on the map
Exhibit B-2 Vegetation Map.
Although the Signal Reservoir No. 1 has traditionally been filled with water during the past one
hundred years some vegetation cover has developed during the period that the reservoir has
been left empty in anticipation of the planned expansion.
The Ecosystem study indicates that a majority of the planned permit area is covered in non-
native grasses and mixed weeds. Smaller areas of native shrubs/scrub and native and non-
native saplings were also observed.
Permanent Structures within 200 feet of the proposed permit area include:
Three-strand barbed wires fences—
Fences on the property boundaries to the west and south of the affected land located
between the TCVMD property and property of ERM Limited Partnership Et Al.
Dirt road —
A portion (approximately 600 feet) of the dirt road providing access to oil wells located
to the northwest of the affected land lies within 200 feet of the proposed permit
boundary.
Oil well and equipment—
An existing oil well located on the TCVMD property parcel 0157104200001 lies within
200 feet of the affected land. This structure is owned and operated by K.P. Kaufman
Company, Inc. and is known as the Signal Reservoir#1 well. API #05-001-07391. A dirt
service road also provides access to this well, a portion of which lies within the 200 foot
distance from the permit boundary.
Dam Structures—Signal Reservoir No. 1 and Signal Reservoir No. 2
The dams associated with the existing reservoirs located on the property containing the
affected land and owned and operated by TCVMD are within 200 feet of the planned
excavation.
Signal#1 Reservoir Expansion-111 Special Operations Permit Application
March 22,2018 10
