The excavation will maintain a separation of at least 120 feet for the existing Signal <br /> No. 1 dam structure. <br /> As construction advances a low point will be developed and continually deepened to serve as a <br /> sump to collect water resulting from precipitation or as residual groundwater encountered <br /> during the operation. All water within the permit area will confined to the permit area and will <br /> drain to this sump. As needed the water accumulated in the sump will be pumped into the <br /> Signal Reservoir No. 2, owned by TCVMD, to maintain dry working conditions in the Signal <br /> Reservoir No. 1 excavation. <br /> Water to be used to control dust during construction will be drawn from either the Signal <br /> Reservoir No.2 or the Marcus reservoir owned by the applicant and located adjacent to the <br /> proposed excavation. <br /> A portion of the material removed from the excavation will be used in the construction <br /> associated with the planned renovation of the Signal Reservoir No. 1 dam to the north and west <br /> of the permit area. This renovation is currently being planned and permitted with the Colorado <br /> Division of Water Resources. Necessary consents for this project are expected to be granted to <br /> TCVMD in fal12018. A portion of the excavated materials will be placed on the TCVMD property <br /> for future use in the operation and development of the Signal Reservoir complex. The majority <br /> of the material will be moved to property immediately adjacent to the TCVMD property and will <br /> be permanently placed as inert fill. TCVMD will execute agreements with the property owner <br /> providing consent for the placement the inert fill on this property prior.TCVMD is currently <br /> working in conjunction with the property owner to obtain a Conditional Use Permit from Adams <br /> County to allow the inert fill to be placed on the property and no placement of fill material will <br /> occur before all required permits are obtained. <br /> The material removed from the excavation will be transported to the various locations using <br /> the rubber tired scrapers via a ramp established within and on the eastern edge of the permit <br /> area. This ramp will be removed upon completion of the reservoir excavation and the final <br /> grade will be constructed to a 3H : 1V slope. <br /> Upon completion of the excavation a permanent pump station will be developed along the <br /> south-easterly edge of the new basin. This facility will allow water to be removed from the <br /> expanded Signal Reservoir No.1 for distribution within the TCVMD service area.
