2.05.6 Mitigation of Surface Coal Mining Operation Impacts. (1) Air Pollution Control Plan. (a) The operator provides copies of the most recent Construction Permits issued by the Colorado Department of Health and Environment for emissions produced at the train loadout and stockpile area in Exhibit 10. (b) Air Quality Monitoring The Operator had a monitoring site for a high-volume particulate sampler (hi -vol). The station was located near the silo area. Air samples were taken at this hi -vol every fourth day, per the Colorado Department of Health [and Environment], Air Quality Control Division sampling schedule. The operator received summaries of fugitive dust quantities from this data which was compiled by Air Sciences, Inc. of Lakewood, Colorado and formerly by Marlatt and Associates of Fort Collins, Colorado. As the monitoring data consistently demonstrated compliance with ambient air quality standards, the Colorado Department of Health and Environment, Air Quality Control Division, approved the operator's request to discontinue the high-volume particulate sampling. The operator's Air Pollution measures for fugitive dust control are in compliance with 2.05.6(1). Mitigation measures for minimizing the impact of the mining and coal loading on the air quality are directed in four areas - keeping all coal inside a controlled environment from the mine to the train, rapid reclamation of disturbed areas, general cleanliness of the mine operation, and if stockpiling of coal is necessary, implementation of special air control measures. The most effective method of coal handling from the standpoint of air pollution is to keep the coal from ever being exposed to the outside atmosphere. At the Bowie No. 1 Mine, the coal will be mined, crushed, screened, transported by truck, stored and loaded into train cars, all under the most current, best available technology in air quality RN -07 2.05-32 02118
