assurance. At each transfer point in the mining, crushing, and <br />screening process, the coal may be sprayed with a water solution to <br />minimize dust. <br />Throughout the silo and loadout area, all transfer points have bag <br />house controls for fugitive dust. On the mine site, all roads which <br />receive heaviest traffic are paved so as to reduce fugitive dust. Gravel <br />roads are watered as necessary to reduce fugitive dust emissions. A <br />magnesium chloride solution is also applied, as necessary, to gravel <br />roads to suppress dust. <br />In the train loading operation, coal falls from a chute lowered in the car. <br />This is done to protect the flow of coal from wind flow while loading, <br />which decreases dust emissions. Coal cars are evenly loaded, so little <br />coal protrudes above the edge of the car into the slip -stream of air, <br />thereby reducing airborne coal dust particulates. Also, the quick <br />opening and closing of the knife gates at the train loadout creates an <br />intact columnar coal flow which results in less fugitive coal dust. <br />During warm months, the top of each train car of coal is sprayed with a <br />crusting agent before the train leaves the loadout facility. This <br />procedure is not required in the winter, when the coal freezes creating <br />its own crust. <br />Dust suppression during construction by watering is estimated to <br />reduce fugitive dust emissions by at least fifty percent. Chemical <br />stabilization, grading, mulching and revegetation practices were and will <br />continue to be instituted the first fall after completion of construction <br />both at the mine and at the silo area. This is discussed in detail in the <br />Reclamation Section 2.05.4. <br />Windblown material has been held in check and it has been <br />demonstrated that these rapid reclamation practices will be very <br />successful in eliminating fugitive dust from the area. <br />All mining vehicles have standard factory air and noise pollution control <br />devices which are serviced regularly. <br />General housekeeping of all areas at the mine and silo area assist in <br />maintaining air quality.
